II. Rules for filling out a declaration of conformity with the requirements of the technical regulations of the Customs Union

1. When declaration of conformity the applicant can be registered in accordance with the laws of the Member State Customs Union on its territory, a legal entity or an individual as an individual entrepreneur, either being a manufacturer or seller, or performing the functions of a foreign manufacturer on the basis of an agreement with him (hereinafter referred to as the applicant).

3. All declaration of conformity fields must be completed, except for the case provided for by the second paragraph of subparagraph "b" of paragraph 4 of these rules.

The declaration of conformity is filled in in Russian using electronic printing devices. If necessary, the name of the manufacturer, its location, including the actual address (except for the name of the state), and information about products(type, brand, model, product number, etc.) can be indicated using letters of the Latin alphabet.

The reverse side of the declaration of conformity can be filled out in the language of one of the member states of the Customs Union in the manner prescribed by these rules.

The introduction of information not provided for by these rules, as well as the abbreviation of words and any correction of the text are not allowed.

4. The declaration of conformity specifies:

PROCEDURE FOR REGISTRATION OF DECLARATIONS OF CONFORMITY

1. This Procedure determines the rules for registering declarations of conformity of products with the requirements of technical regulations (hereinafter - the declaration of conformity) in the unified register of declarations of conformity of products with the requirements of technical regulations (hereinafter - the unified register).

2. The declaration of conformity is registered in electronic form in the unified register by entering information on the accepted and registered declarations of conformity, on the suspension, renewal or termination of their validity.

3. Registration of declarations of conformity is carried out by:

  • certification bodies;
  • Federal Service for Accreditation.

4. The declaration of conformity, drawn up in the prescribed form, is sent for registration at the choice of the applicant either to the certification body or to the Federal Service for Accreditation.

The applicant submits a declaration of conformity to the certification body directly or sends it by registered mail with a list of attachments and a receipt acknowledgment.

The declaration of conformity is submitted to the Federal Service for Accreditation in electronic form using the information and telecommunication network "Internet".

5. In case of submission of a declaration of conformity to the certification body, the day of its submission is considered the day of registration by the certification body of an application for registration of the declaration of conformity. When the declaration of conformity is sent to the certification body by registered mail, the day of its submission is the day of receipt of the mail at the certification body.

When a declaration of conformity is submitted to the Federal Accreditation Service in electronic form, the day of its submission is the day of its registration in the electronic document management system of the Federal Accreditation Service.

6. The certification body, within three days from the date of submission of the declaration of conformity, registers the declaration of conformity, assigns it a registration number and transmits to the Federal Service for Accreditation in electronic form using the information and telecommunication network "Internet" information about the declaration of conformity and its registration for entry into the unified register.

7. 8. The day of submission of the notice of termination of the declaration of conformity by the decision of the applicant is the day of its registration by the Federal Accreditation Service. When a notification is sent about the termination of the declaration of conformity by the applicant's decision by registered mail, the day of its submission is the day of receipt of the mail by the Federal Accreditation Service. When sending a notification of the termination of the declaration of conformity by the decision of the applicant in electronic form, the day of its submission is the day of its registration in the electronic document management system of the Federal Accreditation Service.

9. The Federal Accreditation Service, within three working days from the date of submission of the notification of the termination of the declaration of conformity by the decision of the applicant:

enters information on the termination of the declaration of conformity in the unified register, indicating the date and registration number of the notification on the termination of the declaration of conformity by the decision of the applicant;

transfers to the archives for storage a notification of the termination of the declaration of conformity by the decision of the applicant, if the specified document was submitted directly by the applicant or sent to the Federal Service for Accreditation by registered mail.

10. The declaration of conformity is considered to be terminated from the moment the Federal Accreditation Service has entered the information on the termination of the declaration of conformity by the decision of the applicant in the unified register.

11. The body of state control (supervision) over compliance with the requirements of technical regulations (hereinafter - the body of state control (supervision), in case of issuing an order to the applicant to suspend or terminate the declaration of conformity, sends information containing information about the registration number to the Federal Accreditation Service and the date of registration of the declaration of conformity, the date and registration number of the instruction to terminate the declaration of conformity, the date (period) and registration number of the instruction to suspend the declaration of conformity.

12. Information on the issuance of an order to the applicant to suspend or terminate the declaration of conformity is sent by the state control (supervision) body to the Federal Accreditation Service:

by registered mail with acknowledgment of receipt - within three working days from the date of issue of the order;

in electronic form using the information and telecommunication network "Internet" - within one working day from the date of issue of the order.

13. When the state control (supervision) body sends information about the issuance of an order to the applicant to suspend or terminate the declaration of conformity by registered mail, the day of its submission is the day of receipt of the mail by the Federal Accreditation Service. When the state control (supervision) body sends information about the issuance of an order to the applicant to suspend or terminate the declaration of conformity in electronic form, the day of its submission is the day of its registration in the electronic document management system of the Federal Accreditation Service.

14. The Federal Accreditation Service, within one working day from the date the state control (supervision) body submits information on the issuance of an order to the applicant to suspend or terminate the declaration of conformity, enters into the unified register information on the suspension or termination of the declaration of conformity as directed by the state control (supervision).

15. In the event that the state control (supervision) body makes a decision to terminate or renew the validity of the declaration of conformity, the action of which has been suspended, the state control (supervision) body, in accordance with the procedure established by paragraph 12 of this Procedure, sends to the Federal Accreditation Service information containing information about the registration number and the date of registration of the declaration of conformity, the date and registration number of the order to terminate the declaration of conformity, the date and registration number of the decision to renew the validity of the declaration of conformity.

16. When the state control (supervision) body sends information about the issuance to the applicant of an order to terminate the declaration of conformity, the validity of which has been suspended, or information about the adoption of a decision in respect of the applicant to renew the validity of the declaration of conformity, the validity of which has been suspended, by mail its submission is considered the day of receipt of the postal item by the Federal Accreditation Service. When the state control (supervision) body sends information about the issuance to the applicant of an order to terminate the declaration of conformity, the action of which has been suspended, or information about the adoption of a decision in relation to the applicant to renew the validity of the declaration of conformity, the action of which has been suspended, in electronic form on the day of its submission is considered the day of its registration in the electronic document management system of the Federal Accreditation Service.

17. PROCEDURE FOR FORMATION AND MAINTENANCE OF THE UNIFIED REGISTER OF REGISTERED DECLARATIONS OF CONFORMITY, PROVIDING THE INFORMATION CONTAINED IN THIS REGISTER

I. General Provisions

1. This Procedure determines the rules for the formation and maintenance of a single register declarations of product conformity the requirements of technical regulations (hereinafter referred to as the unified register), the provision of information contained in the specified register, including the rules for inclusion in the unified register of information on declarations of conformity of products to the requirements of technical regulations (hereinafter referred to as the declaration of conformity), suspension, renewal or termination of their validity.

2. The unified register is formed and maintained in electronic form on the basis of uniform methodological and program-technological principles determined by the Federal Accreditation Service.

3. Formation and maintenance of a single register includes the collection of information about accepted and registered declarations of conformity, suspension, renewal or termination of their validity, as well as entering into unified register of information on declarations of conformity, their storage, systematization, updating and protection.

4. The documents on the basis of which information is entered into the unified register are stored on paper and (or) electronic media.

5. The formation and maintenance of a unified register is carried out on conditions that ensure the prevention of unauthorized access to it.

II. The procedure for the formation and maintenance of a single register

6. Information on declarations of conformity is entered into a single register in the form of an electronic record containing:

c) information about the object declaration of product conformity the requirements of the technical regulation, which allows the identification of this object;

d) information on technical regulations, the conformity of products to the requirements of which is confirmed;

e) information about the scheme declaration of conformity products to the requirements of technical regulations;

f) information about the studies (tests) and measurements carried out, the quality system certificate (if any), as well as other documents that served as the basis for confirming the compliance of products with the requirements of technical regulations;

g) ;

h) information about the attachment (attachments) to the declaration of conformity;

i) the name and location of the authority that registered the declaration of conformity;

j) registration number and date of registration of the declaration of conformity;

k) code (codes) of the Unified Commodity Nomenclature of Foreign Economic Activity of the Customs Union;

l) the date of termination of the declaration of conformity by the decision of the applicant, as well as the date and registration number of the notification of the termination of the declaration of conformity by the decision of the applicant, the date of termination of the declaration of conformity by order of the state control (supervision) body, the date and registration number of the prescription on termination of the declaration of conformity;

m) the date (period) of suspension of the declaration of conformity by order of the state control (supervision) body, as well as the date and registration number of the order to suspend the declaration of conformity;

n) the date of renewal of the declaration of conformity by the decision of the state control (supervision) body, as well as the date and registration number of the decision to renew the declaration of conformity.

7. Certification bodies submit to the Federal Service for Accreditation in electronic form using the information and telecommunications network "Internet" information on declarations of conformity, established by subparagraphs "a" - "l" of paragraph 6 of this Procedure, within three working days from the date of registration of the declaration of conformity.

8. Each record of information in the unified register of registered declarations of conformity, on the suspension, renewal or termination of their validity, a registration number is assigned, and for each entry the date of its entry into the unified register is indicated.

9. To prevent loss information on declarations of conformity contained in the unified register, their backup electronic copy is formed by the Federal Accreditation Service.

III. Providing information on the declarations of conformity contained in the unified register

10. The information contained in the unified register is open and publicly available, with the exception of information related to information, access to which is limited in accordance with the legislation of the Russian Federation.

11. The information and telecommunications network "Internet" contains the following information from the unified register:

a) the name and location of the applicant;

b) name and location of the manufacturer of the product;

c) information about the object of declaring the conformity of products to the requirements of technical regulations, which allows identifying this object;

d) information on technical regulations, the conformity of products to the requirements of which is confirmed;

e) validity period of the declaration of conformity;

e) registration number of the declaration of conformity;

g) date (period) suspension of the declaration of conformity by order of the state control (supervision) body; date and registration number of the order to terminate the declaration of conformity of products to the requirements of technical regulations;

h) date of termination of the declaration of conformity by the decision of the applicant, as well as the date and registration number of the notification of the termination of the declaration of conformity by the decision of the applicant; date of termination of the declaration of conformity by order of the state control (supervision) body, date and registration number of the order to terminate the declaration of conformity;

i) renewal date validity of the declaration of conformity, as well as the date and registration number of the decision to renew the validity of the declaration of conformity.

12. Information from the unified register specified in clause 10 of this Procedure shall be posted on the information and telecommunications network "Internet" within one business day from the date of their entry into the unified register.

13. Information on declarations of conformity contained in the unified register are provided by the Federal Service for Accreditation on interdepartmental requests of state bodies, local authorities, multifunctional centers for the provision of state and municipal services, requests of legal entities and individuals.

14. The request (interdepartmental request) is submitted to the Federal Accreditation Service directly or sent by registered mail with a list of attachments and a return receipt, or in electronic form using the information and telecommunications network "Internet".

15. If a request is submitted to the Federal Accreditation Service, the day of its receipt is considered the day of registration of the request by the Federal Accreditation Service. When a request is sent by registered mail, the day of its receipt is the day of receipt of the mail by the Federal Accreditation Service. When a request is sent in electronic form, the day of its receipt is the day of its registration in the electronic document management system of the Federal Accreditation Service.

16. Provision of information on declarations of conformity contained in the unified register, is carried out within three working days from the date of receipt of the corresponding request (interdepartmental request) by the Federal Accreditation Service.

17. In case of an indication in the interdepartmental request of state authorities, local authorities, multifunctional centers for the provision of state and municipal services for the need to urgently provide information contained in a single register, the Federal Accreditation Service provides the specified information within one working day from the date of receipt interdepartmental request.

18. Information on declarations of conformity contained in the unified register is provided free of charge .

The following algorithm must be adhered to:

  1. Determine the register of certificates of conformity. There are 3 different items in this section:
    • catalog of the unified list of goods of the Russian Federation. The document number must start with "ROSS RU";
    • single list. The number must start with the letter "C";

There is no single Register for all types of permits. Each type of certificate has its own registers, which are presented on the official websites of Rosaccreditation, Rospotrebnadzor, Rosstandart, etc.

Verification of mandatory certificates and declarations of GOST R and TR EAEU (CU)

Today in Russia and on the territory of other countries of the Eurasian Economic (Customs) Union, mandatory and voluntary forms of conformity confirmation are in force.

Mandatory documents, such as certificates and declarations in the EAEU and GOST R systems, are registered in the Unified Register of the Federal Service of Rosaccreditation at http://fsa.gov.ru/. Also, this register contains information about certification bodies, accredited testing laboratories, experts and expert organizations.

You can find the information you need by entering any of the following data on the website:

  • number;
  • date of issue;
  • validity;
  • information about the applicant or manufacturer.

The certification body can be found by the name or number of the accreditation certificate.

The easiest way is to search by the last five digits of the number in order to exclude typos and the use of Russian letters instead of the Latin alphabet.

Each document presented in the list on the site is color coded, with which you can determine its current status:

  • green: valid;
  • yellow: suspended;
  • red: canceled;
  • purple: archived (expired).

If the data is not entered in the register, the documents are invalid and illegitimate.

It is important to remember that the Register of issued mandatory certificates and declarations in accordance with the GOST R system has been maintained since January 1, 2015, and the data in it is updated every 2-3 days. All documents issued during the validity period of the body's accreditation certificate are valid until the end of the period for which they were issued.

Verification of the authenticity of voluntary types of certification

Despite the fact that voluntary certification according to the GOST R system is the most common and demanded type of quality assurance, in contrast to the mandatory procedure, there is currently no register for it, by which it would be possible to check the legitimacy of declarations and obtain the necessary information about them.

The only way to establish the authenticity of a voluntary GOST R certificate is to check the authority that issues them. This can be done on the same website of the Federal Accreditation Agency in section No. 1 "Accredited Persons".

If the section indicates that the status of the body is "suspended" or "canceled", then it has no right to conduct such activities. There you can also check whether the declared products are in the field of accreditation from the body or the testing laboratory.

In addition to the national GOST R system, voluntary certification of products and services can be carried out in voluntary certification systems (VTS), registered in the prescribed manner in Rosstandart.

Authentication of ISO certificates

The issuance of ISO certificates is carried out in a certain system of voluntary certification, therefore, first of all, you need to make sure that this system is entered in the register of registered VTS, which is maintained by Rosstandart.

Secondly, each voluntary certification system, in particular ISO, has its own internal register, which can be either open (available on the VTS website) or closed.

Checking the SGR and the conclusions of Rospotrebnadzor

Rospotrebnadzor keeps records of certificates of state registration, available on the website fp.crc.ru. It is important to take into account that only the current UGRs are presented there. To find the required certificate, you need to fill out the form by entering the following data:

  • product name;
  • name of the company / manufacturer / recipient;
  • certificate number.

Also on the site you can check the sanitary and epidemiological conclusions. To search, it is most convenient to use an individual number that is assigned to each conclusion and contains information about the date of its issue and the type of product for which it is issued.

Thus, the authenticity of almost all types of documents confirming the conformity of the quality of goods and services can be verified independently with minimal information about the manufacturer or supplier, or a copy of the document itself, an extract with its number, etc.
