What documents does the tour operator issue for the trip? What a beast - a travel agency

Tips for tourists when and what documents you get from a travel agency When you get documents from a travel agency depends on whether you are flying on a charter or regular flight. If by charter, then the documents are issued to the great displeasure of tourists on the eve of departure. Or even at the airport. Except for holidays, when documents may be issued several days before departure. Why it happens? Because there is a rule for checking out the entire plane at once, and since the plane is divided into blocks of seats, some operators submit lists on time, some only on the last day, since sometimes they continue to sell until last day... If you fly on a regular flight, then you can get the documents, with the proper efficiency of the travel agency employees, immediately after you pay for the tour in full and your visa is issued.

How long before departure the travel agency must provide travel documents?

An electronic ticket or an airline form that ensures the client's arrival at the destination.

Attention

Any air transportation company issues itinerary receipts of an electronic ticket, if we talk simple language then airline tickets.

Important

They look like a normal printout on a printer, however, they are able to confirm the flight.

Info

When receiving such a ticket by hand or by mail, it is necessary to check the following information: the passenger's name and surname, the date the ticket was issued and by whom it was issued, the name of the carrier and some details of the flight: the flight number, sending and receiving airports, the date and time of the flight.

Sometimes the carrier may not be listed on the ticket, but it can be identified by the letter part with which the flight number begins.

For example: TG - Thai Airways. Of course, it is best to have the ticket with you during check-in, it will be yours additional measure security.

What important documents are issued to a tourist when buying a tour?

A voucher (not required at the present time !!).

The travel agency is obliged to issue a voucher only if it works without cash register, reporting to the regulatory authorities on SSO (strict reporting forms).

It is the voucher, in this case, that will be the BSO. If the travel agency issues a cashier's receipt when you purchase a tour, then the voucher is not a mandatory document for issuing.
10) A memo for the country is a miniature booklet or printout of an interesting and useful information the country you are traveling to.
In it you will find a story about the traditions and customs of the local population, about the language in which communication takes place, about shops and souvenirs, excursions within the country, as well as a lot of other useful information.

Tour documents

A voucher is a written certificate or document that establishes the rights to receive any product or service. It must contain the following data:

  • Who is the consumer of the service.
  • Who provides the selected services and their contact details.
  • The travel agency that made the reservation and payment for the services, and also issued the tourist a voucher.
  • Description of the services provided.

The voucher must specify in detail all the details of the services chosen by the client. These include: the presence of a guide, the stardom of the hotel, the view vehicle, the quality of the hotel room, the food habits, and so on.
An insurance policy that secures the right to provide medical care, can be a typographic book.

If insurance is not included in the price of the tour, you are obliged to offer it, but if you have not been offered it, ask for it yourself. programs. According to one program, relatives will be able to come to you if an accident occurs, according to the other there is no such service. For one emergency dental care - 50 dollars, for another 150, etc. You need to choose insurance like this: If you are traveling to an exotic distant country, take the maximum possible coverage and programs.

In Europe, usual insurance is usually enough, which you must be issued in order to open a visa (30,000 euros coverage). For a beach vacation in Turkey, ask for insurance more than 15 thousand.

dollars, it is better to go to Europe for 30,000, so it will be calmer.
Child's birth certificate. It is extremely important to remember that when traveling abroad with a child, you must have a birth certificate with you (for all children under 18), as proof that you are taking your child out of Russia. They ask for this document when going through customs control.

3)

Visa - to enter visa countries a pre-issued visa is required.

The procedure and terms for obtaining a visa can be found in visa centers your city. If you purchase a voucher, "from" and "to" formed by a tour operator, then the tourism manager will inform you in detail about the terms and requirements for visa documents. 4) Consent for the child to travel abroad. This document is important, but its registration is not always required.

So, in what cases do you need to issue it? 4.1 To travel abroad with both parents, consent is not required for the children to leave.

Medical insurance from tour operators meets with and without payment of an unconditional deductible.

If such is provided by the insurance company of the travel operator in this direction, then you can also find its cost on the first page of the insurance policy from above. In the event of an occurrence insured event, first of all, you need to activate honey. insurance by calling the phone number of the round-the-clock service center indicated on it. eight)

Cancellation insurance policy - issued in a set along with other documents if it was issued in advance.

It applies to a specific number of cases and reasons as a result of which the tourist will not be able to go on the tour he has purchased. In fact, having cancellation insurance carries weight until the day you travel.

After - the need for it on your hands simply disappears.

Hotel voucher with hotel details, check-in dates and names of travel participants. 2. Transfer voucher (if ordered) 3. Air tickets (note that charter flights are usually issued with itinerary receipts without numbers) 4. Insurance policy 5. Tourist memo on the host country. And you must carefully print these documents and take them with you on your trip.

Yes, indeed, everywhere and everywhere everyone has been registered for a long time with a passport, no one needs forms / papers, but! Do take the printed documents with you.

You will feel calmer - this time. And in some countries (for example, in Vietnam) they are still required at check-in for the flight and at the hotel.
All data must be destroyed after the expiration of the contract.

  • Conditions for cancellation of the tour and the occurrence of all kinds of force majeure.

I would like to draw your attention to the fact that very often, when you first contact the agency, you can conclude a so-called booking contract. It only lists tour details and financial information for the booking. This is done because sometimes the hotel you are looking for is not confirmed, dates, carriers, operators, and often the country itself may change. When all the details are finally settled, the main contract is concluded, and the contract-application (there may be several of them from different numbers) is drawn up in annexes to the main contract. Important! The signatures of the parties (yours and the person in charge of the agency) must be on each page of the documents to be signed! 2. Cash register receipt Or SRF, if the agency is not equipped with a cash register.
It describes the criteria for insurance, its period, the amount of coverage, the territory of the insurance and the client's data.

The tour operator is obliged to hand over all the listed documents 4 - 5 hours before the departure of the flight or a few days before that.

This is due to the procedure for issuing air tickets and the execution of the necessary documents by the consulates.

There are times when travel agencies issue documents a week before departure, but this is extremely rare.

For countries in which visa-free regime, it is not necessary to come to the office of the travel company to pick up your documents.

Some of them (insurance policy, ticket, voucher and reminders) can be received by mail and printed by yourself.

What a beast - a travel agency

How to buy a tour so as not to be left without money and vacation

Roma and his friends were going to New Year to the Dominican Republic.

Konstantin Golubev

traveler

Novel victim

In November, he paid for the tour, but the agency manager forgot to transfer the money to the tour operator on time. Roman found out about this already at Domodedovo, when he was not allowed on the flight. Friends flew away on vacation, and he stayed at the airport.

A month later, Roman returned the money, but the holidays were ruined. How to avoid such situations and what to look for when working with travel agencies - we will tell you in the article.

What does the tour operator do

There are two types of travel agencies: operators and agents.

A tour operator is like a travel maker. He comes to the country and looks at the hotels, excursions, transport, entertainment and everything else that may be of interest to tourists. He negotiates with all these suppliers, checks their licenses and certificates, makes them an advance payment, negotiates some quotas and discounts - as a result, we get a tourist product, aka a tour.

For popular tourist destinations, tour operators collect ready-made sets for recreation: they agree in advance with hotels and airlines. Typically, a completed tour includes flights, medical insurance and ground handling: hotel room, meals, transfers, guided tours and entertainment. The tourist does not need to waste time and plan the trip himself - he buys a ready-made tour, takes a passport and goes on a trip.

Such travel kits are called package tours. Operators sell them on their own or through intermediaries - travel agencies.

What does a travel agency do

If an operator is a manufacturer, then an agency is a travel ready-made store. The agency buys ready-made tours from the operator and sells them to tourists.

The agency's task is to help tourists choose and buy a suitable tour. This usually happens like this:

  1. A tourist comes to the agency and says: “I want to go on vacation! Where will you send it? "
  2. The agency shows him the finished tours and explains what they include: where the tourist will live, how many days, when he leaves and returns, and what else is included in the cost of the trip.
  3. The tourist chooses the tour he likes and the agency books the tour with the operator: “Reserve this tour for my tourist. Here is the passport data. "
  4. The operator confirms the reservation: “The tour has been booked. I'm waiting for payment. "
  5. The tourist pays for the trip at the agency, the agency buys the tour from the operator: “Here is the money for the tour. You reserved it for my boyfriend. "
  6. The tour operator receives the money and sends a ticket for the tourist to the agency: “Guys, everything is okay! I got the money. Tomorrow I will take off my tickets, hotel reservation number, insurance policy and travel program. "
  7. The agency transfers the ticket to the tourist - the tourist collects his suitcase and flies off on vacation.

If the agency and operator were human, it would look like this:

Before booking and paying for the tour, the tourist and the agency sign an agreement on the provision of tourist services. What it looks like and what to pay attention to in the contract - we will analyze in the next article.

How agencies mislead tourists

Natalia Golubeva

worked in a travel agency for four years

Let's say a client comes to the agency and asks the manager to choose a tour. The manager hasn't been anywhere, but to sell the tour, says he perfectly represents the room, beach, pool and area activities. It turns out that the manager is misleading the tourist.

This is the worst thing: when you go to a hotel with the same expectations, and you get a room with a non-working air conditioner or mold on the walls. Therefore, we called and found out if everything suited the tourist; studied descriptions of hotels and excursions from a tour operator; read reviews about hotels from others.

An adequate manager is always aware of the construction site near the hotel or long-term renovation of the rooms and will not openly lie. The main thing is not to sell the tour for one time, but to get a satisfied tourist who will return and order the tour again.

How to buy a tour cheaper

It is better to book a tour according to the season: choose a place in advance and contact the agency. Four to six months before the vacation, tickets and accommodation are cheaper and there will be many vacant rooms. If you take a tour a month or a couple of weeks before the trip, you will have to choose from what is left. For example, for cherry blossoms in Japan, good hotels are booked six to seven months before the tour.

Get some rest at the beginning or end of the season to save on accommodation. Hotels give operators discounts to fill rooms before and after the main influx of tourists, so early or late season vacations tend to be cheaper. Find out the right time to travel to different countries can .

Follow the "Early Booking" promotions... At the start of sales, operators want to raise money faster to pay for the redeemed numbers and charter flights. Therefore, they attract tourists with promotions and discounts.

Charter is an aircraft rented in advance. The operator and agencies sell tours specifically for this flight in order to fill the board and recoup the rental. Charter tickets are often cheaper, but flights may be rescheduled

Charter is an aircraft rented in advance. The operator and agencies sell tours specifically for this flight in order to fill the board and recoup the rental. Charter tickets are often cheaper, but the flight can be postponed to another time.

Operator "Tez-Tour" until August 30 sells tours to the UAE on early booking with a discount of up to 40%. Screenshot from the website of the tour operator

You can usually buy early booking tours to summer resorts from January to April. For winter - from July to October.

Check out abandoned or last minute tours if you are ready to go on vacation in a few days. When a tourist cannot go on a trip, he tries to get some of the money back and resells the tour at a discount. Also, operators reduce prices for charter tickets two to three days before departure in order to completely fill the board.

How scammers cheat

Unfortunately, there are scammers among travel agencies, and among tour operators there are simply incompetent people. This is what to fear when dealing with an agency.

Work without a contract with an operator... According to the law "On the Basics of Tourism Activities", the agency must conclude an agreement with each operator. Without a contract or a power of attorney from a tour operator, the agency works illegally: it sells fictitious tours and is not going to buy them out from the operator. Most likely, in a few months the scammers will close the office and hide with tourists' money.

In order not to give money to fraudsters, before buying a tour, ask the agency manager to show the agreement with the tour operator and check this information yourself on the website of the "Tourpomosch" association. This can be done in two ways:

  • in the register of tour operators, open the list of partner agencies;
  • in the register of travel agencies, see which operators the agency works with.

Cancellation of the reservation. To confirm the booking and redeem the tour from the operator, the tourist first pays for the trip at the agency, then the agency transfers the money to the operator. The operator then sends a tourist voucher and itinerary receipts. Without these documents, the tourist will not be able to go on vacation: he will not be allowed on the plane or checked into a hotel room.

This is how the itinerary receipt looks like:

Number of ticket

How else tourists are deceived

Lure with promotions and discounts. The agency makes money on the resale of tours: it buys from the operator at the same price and sells for a little more. Usually the agency receives 5-10% of the tour price.

Scammers offer tours at bargain prices, accumulate the required amount and go into the sunset. In order not to fall for the tricks of scammers, check in advance the average prices for vouchers with different operators.

They take money without a contract. The travel service agreement is the basis for partial or full payment for the trip. When an agency takes money without a contract, it works in a black way. Therefore, if the manager rushes to pay and offers to draw up a contract after, it is better not to risk it and go straight to another agency.

They do not give payment documents. When a tourist pays to an agency, an employee is obliged to give him a payment document: a cash receipt, a receipt cash voucher with a seal and signature, a note with passport data, the purpose and amount of payment - any document confirming the transfer of money. Without payment documents, it will not be possible to return the money even in court. If you paid for the tour, but did not take the documents, you donated money to the scammers.

Remember

  1. The tour operator forms the tourist product, the travel agent sells ready-made tours of the operators.
  2. The tour operator is responsible for the quality of the tour and the accuracy of the information, the travel agent is obliged to explain to the tourist what he will receive for his money.
  3. Package tours are more profitable independent trip in popular tourist destinations.
  4. It is better to book a tour several months in advance, and accommodation is cheaper at the beginning or at the end of the season - this way you can save money.
  5. Before paying, check the tour program and the contract, then take the payment documents.
  6. If the operator has not sent the travel voucher and itinerary receipts, make sure the agency has transferred the money to the operator.

Notes on individual flights

  • Check-in for a / c flights Air arabia ends in 1 hour before departure.

ISSUANCE OF PASSPORTS WITH READY VISAS IS PRODUCED AT THE FRONT OFFICE IN NEWSPAPER PER., 17, P.3 FROM MONDAY TO FRIDAY FROM 10:00 AM TO 7:00 PM.

Dmitry Medvedev ordered tour operators to issue documents one day before departure

Our experts are discussing the resolution signed yesterday by the Prime Minister of Russia

Tour operators will be obliged to issue documents, including air tickets, to tourists no later than a day before departure. Prime Minister Dmitry Medvedev announced the signing of the relevant decree yesterday during a meeting with deputy prime ministers, Interfax reports.

"I signed a decree that will help increase the legal protection of tourists. We discussed this document, it is one of a set of measures that must be taken ",- he said. "Now tour operators are obliged to hand over everything to their clients a day before the trip. Required documents, including round trip tickets, even when it comes to charter", - added the prime minister.

According to him, if the ticket is issued in in electronic format then tour operators will have to issue their clients with an extract from automated system, which contains information about the transportation. "But you yourself understand what this is connected with. Unfortunately, the situation in the tourism market in our country is bad, difficult. And even state intervention has not yet fully led to stabilization.", - Dmitry Medvedev emphasized.

Note that earlier on Monday, the Minister of Culture of the Russian Federation Vladimir Medinsky also said that all travel companies will be required to provide tourists with return tickets for the flight at least 24 hours before departure. "The situation when everything is given at the airport is unacceptable,"- he said.

Meanwhile, as the press secretary of the PCT Irina Tyurina told Interfax yesterday, the operators are unlikely to be able to fulfill the government order. Compliance with the new rules depends on airlines and consular services, she said. Now, Irina Tyurina explained, in fact, carriers, especially during the peak season, make an extract for the charter on the eve of departure, and not in advance. The same situation is with consulates that submit documents on the eve of the start of the tour.

"Consulates live according to the laws of their countries, here we do not order them"- added a spokesman for the PCT. In addition, according to her, the new system is not convenient for tourists themselves, especially those who are not traveling from Moscow. "Regional tourists, and many Muscovites, do not want to go to the office of a travel agency in advance, waste time on this. It is much more convenient for them to get everything at the airport,"- said Irina Tyurina.

The opinions of our experts on the decision of the head of government also turned out to be ambiguous. Tatiana Vand, general manager company "Wand International Tour", supports the idea that documents, in particular air tickets, should be issued to tourists in advance, but does not agree with the announced period of 24 hours.

“If we talk about charter transportation, then in this case air tickets are issued the day before. In practice, it happens like this: in about a day, tour operators send lists of tourists to the airline, these lists are "shaken down", then tickets are issued. That is, if the charter flight is scheduled for 7 am, then by 6 pm the previous day, as a rule, all tickets are issued. In my opinion, the optimal time is about 12 hours, not 24 ",- explained the expert.

Elena Kokoeva, PR-manager of the company "Anex Tour", in turn, said that, “According to our terms of cooperation with agencies, the printing of a package of documents online is available 3 days before the start of the tour. Having printed out the package of documents, the agent assumes full responsibility for its transfer to his clients and for all the consequences of failure to fulfill this obligation. If the agent does not give the documents to the tourists, the tourist can get them on his own at the “Anex Tour” counter at the airport ”.

Sergei Zenkin, President of Vetrov Rose, assessed the voiced initiative ambiguously. The expert is sure that such measures will not solve the problems existing on the market now. “We are ready to issue documents the day before departure, but by and large it does not depend on us, but on the consulates. We have repeatedly become hostages of situations with delays in the issuance of visas. Therefore, this initiative is not a treatment of the market and protection for tourists, but another shift of responsibility in this case to tour operators ",- he said.

“This initiative doesn't make any sense technologically. Problems in the system need to be addressed. The vulnerability of tourists is a consequence of a variety of reasons, and the situation will not change from whether the tourist has all the documents on hand the day before the trip. A detailed consideration of the problem is required ",- the expert considers.

Gennady Kotov, executive director of the Astravel company, recalled that the “Rules for the provision of services for the sale of a tourist product” already stipulates the duty of the tour operator to provide the tourist with documents one day before the trip.

Indeed, paragraph 19 of the Rules says the following: “The contractor (tour operator) is obliged, no later than 24 hours before the start of the trip, to transfer to the consumer the original agreement on the sale of the tourist product, the tourist voucher, documents certifying the consumer's right to the services included in the tourist product (voucher, ticket and others), as well as other documents, necessary for the consumer to travel. The provision of the specified documents to the consumer at a later date is possible only with the consent of the consumer. "

“Since we do not use charter air transportation, we never have problems with providing documents to tourists. As soon as a client buys an air ticket from us, we immediately issue and issue it ",- he stressed. The expert added that the new decree is a plus for tourists, but a minus for large tour operators - charter customers.

Anatoly Garkushin, general director of the Pantheon company, also noted: “We always issue documents more than a day in advance. The problem is that some tourists book their trips on the last day, and in this case it is not possible to provide them with documents 24 hours in advance. It is necessary to make a reservation that documents must be issued to tourists at least one day before departure, if the tour was booked at least three days before the date of travel. "

The expert also added that it is not uncommon for travel agents to ask to make any changes to the documents, in particular, they ask to change the names of tourists, so tour operators are trying to issue tickets on the eve of departure. As for charters - large players often combine flights, optimize them, postpone them, cut them down - and all this also happens at the last moment, which, accordingly, is reflected in the time of issuing tickets.
