Level 1 operates constantly, if no other level of security is declared.
Levels number 2 and 3 are declared and canceled on the basis of:

2. 2.1. 4. 6. 8. I. General provisions
1. This instruction is designed to implement the requirements of the Federal Law "On Transport Safety", Decree of the Government of the Russian Federation of December 10, 2008 N 940 "On the levels of safety of transport infrastructure and vehicles and the procedure for their announcement (establishment)" and order Ministry of Transport of Russia of February 8, 2011 N 43 "On approval of transport safety requirements that take into account safety levels for various categories of transport infrastructure and rail transport vehicles".
2. In accordance with the Decree of the Government of the Russian Federation of December 10, 2008 N 940, the following levels of safety of transport infrastructure and vehicles are installed:
Level N 1 is the degree of protection of the transport complex from potential threats to the presence of a combination of probable conditions and factors that create the risk of committing an act of illegal interference in the activities of the transport complex;

3. 4. The President of JSC "Russian Railways" (the first vice-president of Russian Railways) announces (establishes) and cancels the safety levels of OJSC Russian Railways.
5. Vice-President of Russian Railways, which is managed by corporate security issues, and head railway (in coordination with the Vice-President, in the conduct of corporate security issues) declare (establish) and cancel the safety levels of OJSC Russian Railways, located within the boundaries of one railway, including objects under the jurisdiction of other branches, structural divisions .
6. Heads of branches, other structural divisions of Russian Railways, in coordination with the Security Department, declare (establish) and cancel the safety levels of OJSC Russian Railways, which are in their jurisdiction.
7. When providing a higher level of security of OJSC RZD OJSC, the volume of activities performed on them must comply with categories of objects.
8. The implementation of activities stipulated by transport security plans when changing the level of safety of OJSC Russian Railways (hereinafter referred to as planning measures), in accordance with the order of the Ministry of Transport of Russia dated February 8, 2011 N 43 must be completed on the following time from the date of receipt Messages or decisions to change the level of safety:
within 3 hours - for objects of the first category;
within 6 hours - for the objects of the second category;
For 12 hours - for objects of the third and fourth categories.
Upon receipt of information on establishing a higher level of safety of OG OJSC Russian Railways, measures to increase their level of safety are carried out by the managers of objects of all categories and non-direct objects (regardless of whether the object is transferred to protect the structures of security activities).

II. Actions of the heads of Russian Railways, its branches and other structural units when declaring (establishing) levels of security of objects of OJSC Russian Railways N 2 and 3

10. The Security Department on behalf of the Vice-President of Russian Railways, which is managed by corporate security issues:

12. 13. Upon receipt of information from the operational headquarters in the constituent entities of the Russian Federation or from authorized officials of the Ministry of Transport of Russia and the Ministry of Internal Affairs of Russia on the change in the degree of threat of committing an act of illegal interference with the activities of OJSC Russian Railways, the head of the branch, another structural division of Russian Railways OJSC in addition to events outlined in paragraph 12 of this Instruction:

III. Actions of the heads of JSC "Russian Railways", its branches and other structural units when canceling the levels of safety of objects of OJSC "Russian Railways" N 2 and 3
15.
