Division Charter fire department approved by the Order of the Ministry of Emergency Situations of Russia dated 20.10.2017 N 452 "On approval of the Charter of fire departments". The order was registered with the Ministry of Justice of Russia on March 22, 2018 N 50452 and published on the official Internet portal legal information http://www.pravo.gov.ru, 23.03.2018. The document comes into force on 03.04.2018.

The charter determines the procedure for organizing and carrying out guard duty in units of all types of fire protection. A guard service is organized in fire departments to ensure the readiness of personnel, mobile fire extinguishing equipment, fire equipment and rescue tools, equipment, communications and fire extinguishing agents subdivisions for actions to extinguish fires and conduct emergency rescue operations, professional training of personnel of subdivisions.

The charter determines:

  • the rights and obligations of the officers of the unit,
  • the procedure for changing the guards in units,
  • internal outfit in the subdivision,
  • the procedure for admission to the territory of the unit.

The Order of the Ministry of Emergency Situations of Russia dated 05.04.2011 N 167 "On approval of the Procedure for organizing service in fire departments" was declared invalid.

  1. Approve the attached Charter of fire departments.
  2. To recognize as invalid the orders of the Ministry of Emergency Situations of Russia dated 05.04.2011 N 167 "On approval of the Procedure for organizing service in fire departments" (registered with the Ministry of Justice of the Russian Federation on May 25, 2011, registration N 20868), dated 14.12.2011 N 760 "On making changes to the Procedure for organizing service in fire departments, approved by order of the Ministry of Emergency Situations of Russia dated 05.04.2011 N 167 "(registered with the Ministry of Justice of the Russian Federation on January 27, 2012, registration N 23037) and dated 08.04.2014 N 175" On amendments to The procedure for organizing service in fire departments, approved by order of the Ministry of Emergency Situations of Russia dated 05.04.2011 N 167 "(registered with the Ministry of Justice of the Russian Federation on June 6, 2014, registration N 32614).

2. Outside the district and sub-district (there is only a small paragraph in the UPPO).
3. In the area, but if "theirs" are on fire, emergency situations, vocational schools, PTZ.
Possible variant:
Upon receipt of a message about a fire (ES) outside the area and sub-area of ​​departure of the unit, the PSC dispatcher is obliged to transmit this message to the unit in the area of ​​departure of which the fire (ES) occurred, and also to report to the dispatcher of the CPPS and the chief of the guard.
Upon receipt of a message about a fire (ES) in the sub-area of ​​departure of the unit (outside the area of ​​departure, including outside the local or territorial garrison), the PSC dispatcher is obliged to send the forces and means of his unit provided for in the Schedule of departure and transmit this message to the unit in the area of ​​departure of which there was a fire (emergency), and also report to the dispatcher of the CPPS.
In addition, the dispatcher of the PSC is obliged to send the forces and means of the subdivision to fires (emergency situations) outside the region and the sub-area of ​​departure of the subdivision by order of the dispatcher of the central control station.

Upon receipt of a message about a fire (ES) outside the garrison and outside the sub-areas of departure of the units of the garrison, the dispatcher of the CPF is obliged to transmit this message to the unit in the area of ​​departure of which the fire (ES) occurred, and also to report to the COO (DS).
Upon receipt of a message about a fire (ES) outside the garrison (local or territorial), but within the sub-area of ​​departure of the garrison unit, the CPPS dispatcher is obliged to send the forces and means of this unit provided for in the Schedule of departure and transmit this message to the unit in the area of ​​departure of which the fire occurred ( Emergency), and also report to the COO (DS).
In addition, the dispatcher of the CPPS is obliged to send the forces and means of the garrison outside the garrison to fires (emergency situations) by order of the COO (DS).

A message about a fire (emergency) is transmitted to the unit in the area of ​​departure of which a fire (emergency) occurred:
to the dispatcher of the PSCh of the unit - if it is known, in the area of ​​departure of which unit there was a fire (ES);
the dispatcher of the CPPS of the garrison, on the territory of which the fire occurred (ES) - if it is known on the territory of which local garrison the fire (ES) occurred, but it is not known in the area of ​​departure of which unit the fire (ES) occurred;

So the combat charter of the fire department contains all the actions for organizing emergency rescue operations and extinguishing fires in a fire.

All activities of firefighters can be roughly divided into peaceful and combat. Therefore, the actions of the rescuers are organized according to two documents:

  1. Charter of fire departments (PO).
  2. Fighting regulations of the fire department.

The first charter of the fire brigade establishes the order of actions of the software departments before an alarm occurs. Very often the layman thinks that the rescuers in Peaceful time lead an idle lifestyle, for a long time there was such an expression "sleeps like a firefighter."

The history of the emergence and development of the charter

Officially, the charter appeared in 1832. But from the point of view established order, then it appeared in the days of Alexei Mikhailovich Romanov, nicknamed "The Quietest" and Tsar Peter I. Alexei Mikhailovich first issued a decree in which information appeared on the number of firefighters, the order of carrying out service and extinguishing fires. Peter I established the conscription of serf-peasants-recruits to the fire brigades.


During the reign of Tsar Nicholas I in 1832, the document "Fireman Charter" appeared, which became part of the code of laws Russian Empire... It had 6 chapters, which contained the following information:

  • Fire department device.
  • Precautions against fire.
  • Fighting fires.
  • Search for the causes of fires and report to the authorities.
  • Remuneration (compensation) of losses.
  • Punishment of those guilty for non-observance of precautions.

As for the organization of the PO, it was subordinate to two departments - the police and the military. Military officials supplying recruits-peasants, and police officers supervised all other activities of the fire department. This situation was justified by serfdom in Russia. And although under Tsar Alexander II in 1861 serfdom was canceled, the section of the device of the fire department was not significantly changed.

The charter of 1852 was more detailed and supplemented with another section on benefits and awards to servicemen in fire brigades. This order remained until the overthrow of the autocracy in 1917. In 1924, the Charter of voluntary firefighting organizations appeared, in 1940 the "Combat regulations of the PO" appeared. These documents fully reflect the entire life of the country from the formation of the national economy and on the eve of the war.

The next charter appeared during the "time of changes" from 01.11.1985. 1995 - the beginning of the software reorganization. At this time, the fire brigade became part of the Ministry of Emergency Situations, and the division into peaceful and combat service units was reflected in two Statutes.

The new Charters were approved in 2017 and came into effect in 2018.

The combat regulations of the fire brigade were approved by order No. 444 of the Ministry of Emergency Situations of Russia dated October 16, 2017. All software actions can be divided into two parts:

  • extinguishing fires;
  • emergency rescue (ASR) and other work in emergency situations.

The new combat charter of the fire department differs from the old one precisely by the creation of new chapters dedicated to the ACP. Being part of the Ministry of Emergencies, security software units are involved in the elimination of emergencies, accidents, catastrophes related to:

  1. large man-made fires;
  2. natural fires that threaten human settlements;
  3. collapse of structures, buildings, structures during an earthquake;
  4. transport accidents;

  7. floods;
  8. meteorological phenomena.

The main ways to save people:

  • organization of evacuation outside the zone posing a danger to life and health;
  • taking out the wounded, the elderly, children, that is, everyone who cannot move independently.

The order of the ACP is similar to the order of organizing fire extinguishing: receiving a call, leaving, deploying forces and means, reconnaissance, rescue work, collection, departure to the place of deployment, restoration of combat readiness.

Analyzing combat manuals for the period of their appearance in the 19th century to the present day, one can notice that modern software is based on the professionalism of rescuers. Voluntary fire brigade, of course, provides all possible assistance in the fight against fire, but they can be compared with the militia in a war, with a lack of experience and knowledge.
