Introduction

The requirements of this Code of Rules do not apply to protection objects (including cultural heritage facilities) that were commissioned or project documentation which was aimed at expertise until the day of entry into force of the relevant provisions of the Federal Law of July 22, 2008 No. 123-FZ "Technical Regulations on Requirements fire safety».

Fire safety requirements that establish rules for the behavior of people, the procedure for organizing production and (or) content of territories, buildings, structures, premises and other religious facilities for all categories of protection objects (including cultural heritage objects), regardless of their construction, are established by the rules of fire The regime in the Russian Federation, approved by the Decree of the Government of the Russian Federation of April 25, 2012 No. 390.

1.1 This set of rules establishes the requirements of fire safety in the design, construction of newly under construction and reconstructed buildings, structures and premises of religious facilities.

1.2 This set of rules does not apply to the design of religious objects temporarily placed in collecting-collapsible and other similar buildings.

1.3 This set of rules does not apply to the design of religious objects with a height of more than 50 m, determined in accordance with, as well as on religious objects with the number of underground floors more than one, except in cases where the parts of the building are placed in these underground floors, which developed Regulatory documents in the field of fire safety, taking into account their underground placement, as well as joint accommodation with religious objects.

1.4 This set of rules does not apply to the structures of religious reverence (pilgrimage), as well as for residential premises when committing worship services and other religious rites and ceremonies. Fire safety requirements for these residential premises are set in accordance with their functional class fire danger.

1.5 With regard to buildings in which educational activities are carried out by spiritual educational organizations to be licensed in accordance with the legislation of the Russian Federation, as well as in relation to buildings intended for the training of religion, the requirements of fire safety set for buildings of educational organizations are applied.

3 Terms and Definitions

The following Terms with the relevant definitions are applied in this Code of Rules:

3.1 Religious objects: Buildings, facilities, facilities, monastic, temple and (or) other cult complexes, built or reprocessed (the purpose of which is changed) for implementation and (or) providing such activities of religious organizations, as committing worship services, other religious rites and ceremonies, Conducting prayerful and religious meetings, Training of religion, professional religious education, monastic life, religious reverence (pilgrimage).

3.2 Cult building: Building, construction designed for the prayer assembly of believers and religious rites.

3.3 complex of religious buildings: A combination of buildings and structures located on the adjacent territory of a cult building or built-in in it functionally related to the cult building.

3.4 House Church: Room (several rooms) of liturgical destination, built-in (prescribed, attached) into the building of another functional purpose, with a simultaneous stay of no more than 50 people.

3.5 Merchant Hall of the Cult Building: The main premises of a cult building, intended for the stay of believers during the commission of religious rites.

3.6 Technological Staircase (Staircase): Staircase (staircase), designed for the functional communication of floors, premises or levels, and (or) used for maintenance Equipment or repair work. The technological staircase (staircase) is not evacuation.

6.3 It is not allowed to embed in the cult buildings of IV - V degrees of fire resistance and to add other purposes to them, with the exception of the premises and structures necessary for the alerts on the beginning of the prayer (bell tower, bells, minarets, etc.), with simultaneous staying in them 5 people, as well as with the exception of other premises (except for the functional fire danger F5) with the total number of people more than 15 people. 6.4 Floors and requirements for the placement of premises on underground and basement floors should be determined on the joint venture 118.13330. 6.5 Cult buildings IV - V degrees of fire resistance may have no more than one floor, blunting below the layer of land by more than 0.5 m. On the specified floor, simultaneous stay is allowed not more than 20 people.

6.6 Placing a challenge hall with a total capacity of not more than 300 people below the planning mark of the Earth is allowed in cult buildings I - III degrees of fire resistance. At the same time, the placement of the melon hall should be provided for not lower than the basement, and in the absence of basement and the presence of underground floors - not lower than the first underground floor. In the presence of the ground floor, beugoned by more than 0.5 m, the placement of the melon hall can be provided not below for this basement. The placement of rooms other than the main functional purpose in the basement, basement, underground floors is allowed in accordance with the requirements of regulatory framework for fire safety.

6.7 Basements and underground floors, as well as basements, beaten by more than 0.5 m, except for the premises for religious rituals, should be divided into compartments and are provided with separate evacuation and emergency exits in accordance with the requirements of regulatory framework for fire safety.

The functional message of the premises located on the first or basement floor by less than 0.5 m (including with the prayer hall), with the premises of the underlying floor it is allowed to be carried out through the technological staircase, separated by the 1st-type firefares at the level The underlying floor. This staircase must have at the inlet at the level of the underlying floor of a tambour-gateway with a side of the air during a fire, or a port of air should be provided with a fire in the staircase. This staircase, when calculating the parameters of evacuation paths, is not taken into account. When designing the airfield system, the requirements of the SP 7.13130 \u200b\u200bshould be guided. It is allowed to provide an open staircase for the message of the challenge hall (altar) with the worship of the litter of the underlying floor with a simultaneous stay of no more than 15 people.

6.8 The minimum height of the premises of the melon rooms from the floor to the ceiling should be at least 3 m. In the auxiliary rooms and on the balcony for the placement of the choir, the height of the premises can be reduced to 2.5 m.

The height of all parts of the house church can be the same and correspond to the height of the floor of the building in which the house church is built.

6.9 The use of multiple spaces and balconies (galleries, etc.) to accommodate more than 15 people is allowed only for the challenges with the maximum number of levels of no more than two (including the floor of the challenge room). Balconies for the placement of choir and technological balconies (galleries, etc.) when counting the number of levels are not taken into account.

6.10 Designing the fire protection system of auxiliary buildings, including built into a cult building, should be carried out taking into account fire requirements for the buildings of the corresponding class of functional fire hazard.

6.11 The cult building attached to the building of another functional purpose or embedded in it must be allocated to a separate fire compartment, and is provided with separate evacuation outputs, with the exception of cases provided for by this Code of Rules. At the same time, the degree of fire resistance of a cult building should not be lower than the degree of fire resistance of the building to which it is attached (embedded).

6.12 Premises of house churches and similar rooms with a total capacity of no more than 50 people can be integrated into the buildings of various purposes, with the exception of the Class F5 buildings, and placed in the basement, basement or in the aboveground part in accordance with the requirements of the table. These premises must be isolated by fire-fighting overlap of the 3rd type, fire walls of the 2nd type (or firebreaker 1-th type) with the appropriate filling of the openings and are provided with independent evacuation outputs.

In the halls of airports and train stations it is allowed to place house churches on the part of the hall, fell apart by mobile partitions with an abnormal limit of fire resistance. At the same time, the other requirements for fire safety regulatory documents should be performed.

6.13 The premises and buildings of the auxiliary destination can be placed on the plot of a complex of a cult building in the stylobate part, can be attached or built into a cult building.

6.14 Auxiliary premises and groups of rooms of various purposes that are functionally connected with a cult building are allowed to embed in religious buildings or to attach to them, taking into account the requirements of regulatory documents on fire safety and sections, the real arms of the rules.

6.15 premises (rooms of premises) of various functional purposes, with the exception of challenging halls, with a total capacity of more than 50 people and premises for 24-hour people's stay (hotels, celon, etc.) with a total number of more than 20 people must be designed in separate buildingsor stand out in independent fire sakes.

6.16 premises (rooms of premises) designed to teach religion and (or) cultural and educational activities with a total capacity of more than 15 people embedded in a cult building must be placed on the above-ground floors, have daylight And allocated to a separable block of 1-type firefares and fire-fighting overlap of a 3rd type, having at least two independent evacuation outputs from each floor.

The placement of premises specifically designed to stay children in the basement is not allowed.

6.17 Doors of the entrances to storerooms for storing the lamp oil in the amount of more than 20 liters must be equipped with thresholds height of at least 2 cm.

6.18 Outputs to the roof is allowed to be provided from the bell tower (bells) in the presence of a ladder of a march width of at least 1.2 meters through the opening of at least 1.50 × 0.75 meters.

6.19 In buildings I - III degrees of fire resistance class of the structural fire hazard of C0, roofing and domes design (rafter systems, crates, insulation), separated from the rest of the building overlap with the fire resistance limit of at least Rei 45, allowed from combustible materials. In the specified case, the output to the roof and the roof fence device is not required.

Laying the power grid, with the exception of lightning protection, in the above structures is not allowed.

7 Ensuring safe evacuation and saving people in case of fire

7.1 The premises of the challenges must have at least two evacuation outputs in the case of:

Simultaneous stay of more than 50 people;

Simultaneous stay of more than 15 people in cult buildings built into buildings of class F1.1 or posted on their territory.

7.2 Cult buildings (with the exception of house churches) built into the buildings of another functional purpose should be provided with separate evacuation outputs.

7.3 Premises and groups of premises of other functional purposes built into a cult building or attached to it must be provided with evacuation outputs in accordance with the requirements of sections, this Code of Rules and Regulatory Fire Safety Documents.

7.4 Floors of a cult building, opened by more than 0.5 m, should have evacuation outputs from the upper floors. At the same time, the floors shut down by more than 0.5 m, in which the worship premises are located, as a rule, should be provided with separate evacuation outputs from the floors with other purposes (including from the underlying floors). It is allowed to provide common staircases with one underlying floor intended only for laying engineering networks.

7.5 Finishing walls, ceilings and floors of the chassing, as well as evacuation paths should be carried out in accordance with the requirements of regulatory legal acts and regulatory documents on fire safety.

7.6 The greatest distance from any point of the prayer room without the estimated number of seats to the nearest evacuation exit should be taken in Table 2.

7.7 When combining evacuation passes into the overall passage, its width must be at least the total width of the integrated passages.

7.8 The width of the evacuation outputs from the chapel room without the estimated number of seats is determined by the number of people evacuated through the output according to Table 3, while it should be at least 1.2 m for a room with a capacity of more than 50 people in the building of any degree of fire resistance.

7.9 The width of the evacuation exit from the corridor on the staircase, as well as the width of the marches of stairs, should be installed depending on the number evacuated through this output at the rate of 1 m output width, degree of fire resistance and class of structural fire danger in accordance with Table 4. 7.10 The parameters of the evacuation paths and outlets from challenges with the calculated amount of seats should be determined by the calculation.

7.11 Width in the light of the main evacuation exits from the cult building outward on the adjacent territory should be at least 1.2 m.

7.12 The width of the inlet tambour in a cult building should exceed the width of the doorway at least 0.15 m on each side, and the depth of the tambour must exceed the width of the door leaf of at least 0.2 m.

7.13 The device of thresholds with a height of more than 2 cm in the doorways of evacuation outputs from the worship premises is not allowed.

7.14 The width of the march of the external staircase of the input group to the cult building should be at least 2.2 m, and the grounds from the ground level of more than 0.45 m, which are injectors to cult buildings, should have fencing with a height of at least 0.9 m.

7.15 At the facilities with a simultaneous stay of over 50 people should provide for evacuation lighting in accordance with the requirements of the joint venture 31-110 and SP 52.13330.

7.16 Evacuation of structures designed to notify the beginning of the prayer (bell tower, bells, minarets), with a simultaneous stay of no more than 5 people can be carried out along a screw staircase with a width of at least 0.7 m. When organizing the observation deck with one output, its capacity is allowed to provide no more than 30 people. A staircase intended for evacuation from the observation deck should have a way out directly out and comply with the requirements of regulatory framework for fire safety.

For the belfry placed at an altitude of no more than 28 m, not intended to place the observation deck, it is allowed to provide for an exit to the lower room provided by the evacuation outputs in accordance with the requirements of the norms or the present arch of the rules, along the vertical or conventional staircase through the fire system with dimensions of at least 0.6 × 0.8 m or door with dimensions of at least 1.50 × 0.75 m. 7.17 From a balcony that is not intended to accommodate parishioners, with simultaneous stay of no more than 15 people is allowed to provide one evacuation output. This output is allowed to provide for an open staircase from non-combustible materials directly into the premises of the chass. It is allowed to provide indicated stairs from combustible materials in buildings IV and V degrees of fire resistance. In buildings I - III degrees of fire resistance, wooden staircases treated with flame retardant compositions of the first group of flame retardant efficiency in accordance with GOST 53292 are allowed in accordance with GOST 53292. At the same time, measures should be provided for protecting steps from erasing through the use of special coatings. The width of the march stairs should be at least 0.8 m. 7.18 The doors of evacuation exits, as a rule, should be opened in the direction of evacuation, except for the cases specified in the regulatory documents on fire safety. The direction of opening of the doors is not normalized for the premises intended only for the placement of clergy and religious personnel during worship.

7.19 When calculating the parameters of ways of evacuation and evacuation outputs, the number of praying in cult buildings should be taken:

for the charters of cult buildings with a calculated number of visitors - based on the number of sedentary places, plus the number of people defined at the rate of 0.8 m 2 of the cham area of \u200b\u200bthe chamber per person not occupied by equipment;

for the chapel halls of cult buildings with an unsurchate number of visitors - at the rate of 0.5 m 2 area of \u200b\u200bthe chamber of the chamber per person, including the area employed by the equipment;

for the altar - at the rate of 5 m 2 of the altar area per person, including the area occupied by the equipment;

for the rest of the premises - in accordance with the functional purpose of these premises.

When calculating the number and parameters of the evacuation outputs from the prayer hall, outputs outward from rooms intended only for the placement of clergymen are not taken into account.

7.20 If, based on the characteristics of worship, the yield of parishioners from a cult building cannot be carried out through the entrance doors, take into account the entrances to the cult building in determining the number and width of the evacuation outputs are not allowed.

7.21 It is allowed for a staircase leading to the belfry (bell tower) to the workplace of the bellion or to the level for the accommodation of the choir (no more than 15 people), providing natural lighting through light openings with a total area of \u200b\u200bat least 0.6 m 2.

7.22 Requirements for evacuation paths and evacuation outputs not specified in this Code of Rules should be taken in accordance with SP 1.13130.

8 fire safety engineering systems

8.1 General requirements

8.1.1 Cult buildings are subject to equipment engineering systems Fire safety in accordance with the requirements of this section, regulatory legal acts and regulatory documents on fire safety.

8.1.2 In the absence of the technical capabilities of the equipment of the cult buildings with engineering systems of fire safety in accordance with the requirements of regulatory frameworks for fire safety (the complexity of the installation of fire detectors in a double or bribery space, the inability to provide measures to remove smoke from a double or bribery space due to lack of access For maintenance, etc.) it is necessary to provide for the calculation of fire risk in accordance with the methodology for confirming the condition of conforming to the object of protection of fire safety requirements.

8.2 Requirements for Internal Fireproof Watering

8.2.1 Internal fireproof water supply in a cult building should be provided for the volume of the building 7500 m 3 or more.

The need for an internal fireproof water supply device and water consumption for buildings divided into parts by fireproof walls I and II types is determined by the characteristics of the part of the building where the highest water consumption is required.

In the cult buildings of the class of constructive fire hazard C0, it is allowed not to provide for the installation of fire cranes in the chairs (with the exception of chamoral halls with iconostasis from combustible materials).

The number of fire stems and water consumption on the internal fire extinguishing part of the building of another functional purpose allocated to an independent fire compartment should be provided in accordance with the requirements of the regulatory documents to the objects of protecting the relevant class of functional fire hazard.

8.2.2 For a cult building The minimum water costs on the internal fire extinguishing should be taken in Table 6.

Bibilic spaces separated from the rest of the building fire overlap (in accordance with the degree of fire resistance of the building) is allowed not to equip the fire extinguishing system. At the same time, the openings in these overlaps should be provided with filling in fire hatchs with the limit of fire resistance at least Ei 30.

8.2.4 The device of the internal fireproof water supply should be provided in accordance with the requirements of the joint venture 10.13130.

8.2.5 In the premises of the challenges in the buildings of the class of constructive fire danger C0, the height of the compact part of the jet is allowed to be taken taking into account the irrigation of the upper part of the iconostasis or building structures from combustible materials.

8.3 Heating, ventilation and copyright protection

8.3.1 Fire safety activities of heating systems, ventilation and copyright protection must be provided in accordance with the requirements of SP 7.13130.
