1.3. 1.4. 2. General provisions

2.4. The main functional link in the work of the information system "man on the way" is:

2.5. Employees of Russian Railways, not mentioned in clause 2.4, carry out actions to identify violations of security requirements by Lokomotive Brigades, CSSR Brigades, other employees, or employees of contracting organizations operating directly on the railway track, or at the railway infrastructure facilities , citizens.

2.6. The list of violations of safety requirements when on the railway tracks is presented in Appendix N 1 to this Regulation.

3.3. 3.5. The actions of the train and maneuver locomotive brigade, the CSPS brigades in identifying cases of unauthorized finding of citizens on the railway track and railway infrastructure facilities are regulated in accordance with applicable regulatory documents OJSC "Russian Railways".

3.6. 4. Application of video recorders

5. Actions on duty (dispatchers)

5.1. Actions on duty station, train dispatcher at DC:

5.1.1. 5.1.2. 5.1.3. On the cases of violations of security requirements by employees of stations at the station, the train dispatcher informs the head of the station or his deputy to take measures to eliminate violations and its immediate investigation.

5.1.4. After transferring information to the appropriate structural unit (Regional Directorate) or Dzo duty officer at the station, a train dispatcher at DC, makes an entry about it in the violation journal.

5.1.5. In the presence of communication with the place of work, the duty officer at the station or the train dispatcher at DC gives an indication by the head of work on the immediate adoption of measures to eliminate violations.

5.2. The actions of the duty (dispatchers) of structural units, whose employees revealed violations:

On duty (dispatcher) of the structural unit when receiving information on violation from employees (except for employees of Locomotive Brigades and Brigades of the CSPS):

transmits it to the duty officer (dispatcher) of the structural unit, whose employees allegedly allowed the specified violation;

makes an entry in the log, in the case of transferring information by phone with a "accepted by phone".

If it is impossible to identify the name of the structural unit, whose employees allegedly allowed a violation, information is transmitted to the relevant regional directorate for measures to eliminate violations.

5.3. The actions of duty (dispatchers) of structural units, whose employees presumably allowed violations:

5.3.2. The duty officer (dispatcher) draws up an entry in the log registration journal.

5.3.3. 6. Organization of work on the system of information "Man on the way" in structural units

7. The procedure for considering cases of violations of security requirements transferred under the system of information "man on the way"

7.1. The head of the structural unit ensures the transfer of information on violations by employees of the security requirements identified by the "person's information" information system, in the involved structural units in the manner prescribed by this Regulation.

About each case of emergency braking of the train to prevent the care of security requirements for workers or violating safety requirements in the production of a speed or high-speed train, in addition during the day, it informs the management of labor protection services and industrial safety railway and relevant regional directorates.

7.2. The head of the structural unit after receiving information on violations of security rules for 3 working days is investigating the case of violation and takes measures to violators and direct managers in the manner established by Russian Railways and the Labor Code of the Russian Federation. 7.4. 8.2. 8.3. 9. Control over the actions of the information system "Man on the way"

9.4. 9.5. Regional directations, quarterly, up to the 15th day of the next month of the next quarter, are drawn up (evaporated) lists of contracting organizations with which agreements on the execution of work on the railway tracks (railway infrastructure). These lists are sent to the involved structural units, regional directorates who own rolling stock, labor protection service and the industrial safety of the railway, the Regional Directorate of Motion Management.

1. General.
