Evaluation of the effectiveness of using PPE. In the proposed method, two groups of indicators are introduced, which allow you to expertly evaluate (for example, when conducting certification of jobs under working conditions), the effectiveness of using PPE.

At the same time, in accordance with the provisions of Art. 212, 221. Labor Code RF SIZ must have a certificate.

A comprehensive assessment of the effectiveness of the SIZ is carried out on the basis of a scoring assessment of each of the indicators of the effectiveness of the choice and application of PPF (VF, VK, Wu, VS, PV, PI, PNZ, PPZ). Reducing the class of working conditions on specific examples


The procedure for reducing the class (subclass) of working conditions when applying by workers engaged in workplaces with harmful working conditions, effective PPE is quite time-consuming and complex.

Let us give two examples from the practice when attempts to reduce the class of working conditions due to the use of PPE, but in both cases a conclusion was issued about the impossibility of a class decline.

Example 1.

Example 2.

4. To protect against the impact of a harmful production factor, in respect of which the class (subclass) of working conditions is carried out, the employee is used by no more than one type of PPE, which has completed mandatory certification in the manner prescribed by the technical regulation.

One of its decline to ensure safe working conditions is the use of personal protective equipment (PPE). They are needed in cases where the impacts on employees of the levels of harmful and (or) hazardous production factors cannot be avoided or limited by applying other measures, including collective protection products.

Taking into account the dependence of the level of injuries and the professional morbidity of workers from the proper support and use of PPE, ineffective use of their use can be considered as a source of hazards in the workplace and include in the number of dangerous hazards in assessing professional risks. Therefore, it is necessary to develop methods for expert assessment of the effectiveness of the use of SIZ in workplaces as a professional risk assessment element. Specialists of the Klin Institute for the Protection and Conditions of Labor, such a technique was created. In its development and approbation, experts of the Siberian Coal Energy Company, OJSC "MCC EuroChem", a self-regulatory organization "Association of Developers, Manufacturers and Providers of Individual Protection" and Labor Medicine of the RAMS.

Under an assessment of the effectiveness of the use of SIZ in the workplace in this case, we will understand the expert assessment of the organization of processes and measures aimed at using certified PPCs to prevent and (or) reduce the levels of impact on workers of harmful and (or) hazardous production factors.

The efficiency of using SIZ in the workplace largely depends on their correct choice and application. For example, acting in Russian Federation Inter-sectoral "Rules for providing employees with special clothing, special shoes and other means of individual protection" are based on the principle of rationing. This principle does not guarantee the employee's safety of his work, since in the typical norms of the free issuance of certified PPCs there is no classification by protective properties of PPE. In this regard, in some organizations there is a discrepancy or incomplete compliance of the disabilities issued by the actual working conditions, which is due to the lack of a methodology for assessing the effectiveness of the use of PPE in the workplace, depending on the working conditions (on protective properties, according to the correctness of the choice of PPF, etc. ).

Typical Norms of FREE issuing PPE often cannot cover the specifics of each production. Therefore, the accounting of all factors in this workplace is required. In the full life cycle, several stages are distinguished: production; using; service.

The use of PPE is the most important stage for consumers of PPE. In the proposed methodology for the effectiveness of the use of PMI, two groups of indicators are entered, which allow us to evaluate expertly, when conducting job certification. The first group of indicators reflects the procedure for choosing the PPE, the second - characterizes their use in the workplace.

The indicators characterizing the correctness of the choice of PPE can be attributed:

a) the correspondence of the deposit of harmful and (or) hazardous production factors in the workplace issued to

b) Compliance of protective properties of SIZ classes of working conditions at the workplace established for production factors.

When job certification, under labor conditions, the excess of the actual indicators of factors over hygienic standards is determined. Accordingly, if there is an excess, the SIZ must have increased efficiency;

c) compliance with the protective properties of the SIZ labor conditions of the sectoral specifics of technological processes;

d) Consumer Properties of SIZ, ease of use and compliance with individual sizes of the employee.

In addition, the correctness of the choice of PPE characterizes the indicators that estimate:

a) conducting employees of employees with the rules for the use of SIZ in workplaces, taking into account the characteristics of the technological process, the simplest ways to verify their performance, health care, and the implementation of training for the use of PPE;

b) the dependence of the occurrence of injuries in cases of non-use of PPE.

In the classifier of the causes of production injuries, there is an item: injuries associated with the non-separation of PPE. According to statistical information, it is possible to assess the consequences of non-separation of PPE - and in this profession, and in particular production, and in the industry;

The listed indicators are set in accordance with current regulatory legal actsthat contain the requirements for PPE. For each of them, evaluation maps are developed, including the indicator performed by checking when job certification, check result and evaluation result.

It is especially worth paying attention to an indicator that estimates the protective properties of PPE for compliance with labor conditions. The greater the degree of harmfulness of working conditions, the greater the harmful factor exceeds hygienic standards and the higher the protective properties of PPE should be. It is necessary that the manufacturer in the passport indicate not only the absolute values \u200b\u200bof reducing the level of impact on the employee of a harmful and (or) hazardous factor, but also a certain category. The use of the considered technique will help specialists of the labor protection service properly determine the choice and procurement of PPE. It can also be useful for specialists of Rospotrebnadzor in making decisions about the decline in the degree of harmfulness of working conditions at a given workplace on the basis of an assessment of the effectiveness of using PPP.

In accordance with paragraph 5.11.6 of the leadership of P 2.2.2006-05, in coordination with the territorial departments of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare, the working conditions can be assessed as less harmful (per step, but not lower than class 3.1. ) In the following cases:

a) while reducing contact time with harmful factors (time protection);

b) when using effective (having a certificate of conformity)

If the employee issued certified PPEs according to the standard, this does not mean that effective protection is provided. The certificate is a document confirming that the PPE has the properties that are stated in the passport. In the present, as part of the further modernization of labor-proof legislation, the procedure for assessing professional risks and certification of jobs is being developed. It is assumed that in order to reduce the class of working conditions to organizations (employers) will not be enough (as now) only to provide employees certified PPE in accordance with regulations - it will be necessary to evaluate the effectiveness of the use of these SIZ, conducting an appropriate assessment procedure for a certified independent (certificate) organization.

Also, in accordance with the new procedure for the certification of jobs under working conditions, approved by the Order of the Ministry of Health and Social Development of the Russian Federation No. 342n dated April 26, 2011, an increase of the effectiveness of the EFF issued by the employee. At the same time, the effectiveness of the SIZ is confirmed by the fulfillment of the requirements of labor safety standards that determine the set of measures to ensure the effective use of PPE in workplaces.

Efficiency of using PPE as a professional risk assessment element

Specialists of the Klin Institute for the Protection and Conditions of Labor developed a methodology for expert assessment of the effectiveness of using SIZ in the workplace. In the development and testing of the methodology, experts of OJSC "Siberian Coal Energy Company", OJSC MHK Eurochem, Self-Regulatory Organization "Association of Developers, Manufacturers and Providers of Individual Protection" and the Research Institute of Labor Medicine Ramna.

It is known that work in harmful and dangerous conditions of labor is associated with professional risk for the life and health of employees. One of the measures to reduce professional risk to ensure safe working conditions is the use of personal protective equipment.

Individual protective equipment (PPE) are used in cases where impact on employees of harmful and (or) hazardous production factors cannot be avoided or limited by applying other measures, including collective protection products. Thus, the use of PPE is the last, and often the only possible barrier between the potential danger and an accident.

Taking into account the dependence of the level of injuries and the professional morbidity of workers from the proper maintenance of SIZ and their use, it is advisable to consider the ineffective use of PPE as a source of hazards at workplaces (Fig. 1) and include them in the number of expected hazards in assessing professional risks.

Within the framework of this article, under the assessment of the effectiveness of the use of PPE in the workplace, we will understand the expert assessment of the processes operating in the organization and measures aimed at using certified PPCs to prevent and (or) reduce the levels of impact on workers of harmful and (or) hazardous production factors.

Requirements for employees with personal protective equipment are determined by several regulatory legal documents.

In accordance with Art. 221 of the Labor Code of the Russian Federation in works with harmful and (or) hazardous working conditions, as well as on the works performed in special temperature conditions or related to pollution, employees are issued certified personal protective equipment in accordance with the type standards that are established in the manner determined by the procedure The Government of the Russian Federation.

The employer is obliged to provide acquisition and issuance at the expense of specialized clothes, special shoes and other personal protective equipment to employees engaged in work with harmful and (or) hazardous working conditions, as well as on the works performed in special temperature conditions or contamination related ( Art. Art. 212 and 219 of the Labor Code of the Russian Federation).

The issuance of special clothing workers, special shoes and other personal protective equipment is made in accordance with the standard standards of free issuance of special clothing, special shoes and other personal protective equipment to employees engaged in work with harmful and (or) hazardous working conditions, as well as on the work, Performed in special temperature conditions or related to pollution (hereinafter referred to as standard standards) approved by the orders of the Ministry of Health and Social Development of the Russian Federation.

Mandatory requirements for the acquisition, issuance, application, storage and care for special clothing, special shoes and other means of individual protection establish inter-sectoral rules for providing employees with special clothing, special shoes and other personal protective equipment (hereinafter referred to as the Rules for SIZ), approved by the Order of the Ministry of Health and the social development of the Russian Federation of June 1, 2009 N 290n.

Based on the analysis of existing problems of ensuring and use the SIZ in the workplace in terms of reducing professional risk to the life and health of employees, we believe that the effectiveness of using PPE in workplaces depends largely on their proper choice and application. For example, in force in the Russian Federation, intersectoral rules for the provision of workers with special clothing, special shoes and other personal protective equipment are based on the principle of rationing. Such a principle does not guarantee the protection of an employee using PPE under existing working conditions at its workplace, since in the typical standards of free issuance of certified PPEs, the protective properties of the PPE are not taken into account (the characteristics of protective properties are not applied), which does not ensure the efficiency of the use of PPP issued in the workplace.

In this regard, in some organizations there is a discrepancy or incomplete compliance of the disabilities issued by the actual working conditions, which is due to the lack of a methodology for assessing the effectiveness of the use of PPE in the workplace, depending on the working conditions (on protective properties, according to the correctness of the choice of PPF, etc. ). Typical norms often cannot cover the specifics of each production. There may be additional harmful factors that are not taken into account in typical standards, but from which the employee needs to protect. The use stage is the most important to consumers of PPE, it includes a choice, acquisition, accounting, issuing, assessing the security and application of PPE in the workplace. In the proposed method, two groups of indicators are introduced, which allow expertly, for example, when conducting job certification, evaluate the effectiveness of using PPE.

The first group of indicators reflects the procedure for choosing a PPE, the second group of indicators characterizes the use of PPE in the workplace.

The indicators of the first group, which characterizes the correctness of the choice of PPE, can be attributed:

a) an indicator that evaluates the compliance of the SIZ issued by the list of harmful and (or) hazardous production factors in the workplace;

b) An indicator that estimates the conformity of the protective properties of the workplace of the workplace issued by the worker in the workplace established for production factors. In case of certification of jobs, under the terms of labor, these indicators are defined as the excess of actual indicators, factors over hygienic standards. Accordingly, if there is an excess, the SIZ must have increased efficiency;

c) an indicator that evaluates the conformity of the protective properties of workers issued by workers with working conditions and the sectoral specifics of technological processes;

d) an indicator that evaluates the consumer properties of PPM issued, ease of use and compliance with individual sizes of the employee.

The indicators of the second group, which characterizes the use of PPE in the workplace, can be attributed:

a) An indicator that evaluates the conduct of employees to the rules for the use of SIZ on workplaces, taking into account the peculiarities of the technological process, the simplest ways to verify their performance, health care, as well as the implementation of training for the use of PPE. If the employee is not trained by the simplest ways of checking the health and performance of PPE, then the effectiveness of using PPE can noticeably decrease;

b) An indicator that demonstrates the dependence of injuries in cases of non-use of PPE. In the classifier of the causes of production injuries, there is an item - "injuries associated with the non-use of PPE." Accordingly, it is possible according to statistical data to evaluate the consequences of the non-separation of the SIZ - and in this profession, and in particular production, and in the industry;

The listed indicators are established in accordance with applicable regulatory legal acts that contain the requirements for PPE.

For each indicator, evaluation cards have been developed, including an indicator performed by checking, for example, when certifying jobs, the result of the inspection and the result of the evaluation of the indicator (positive or negative estimate). A positive assessment indicates that the processes and measures regarding the estimated indicator are carried out in the organization, provide prevention and (or) reduction of exposure levels on workers of harmful and (or) hazardous production factors.

The proposed methodology for assessing the effectiveness of the use of SIZ in the workplace may be useful for specialists of Rospotrebnadzor when making decisions on the decline in the degree of harmfulness of working conditions at a given workplace on the basis of an assessment of the effectiveness of PPM.

In accordance with paragraph 5.11.6 of the leadership of R 2.2.2006-05, in coordination with the territorial departments of the Federal Service for Supervision in the Sector of Consumer Rights Protection and Welfare (hereinafter referred to - Rospotrebnadzor), labor conditions can be assessed as less harmful (for one level, But not lower than class 3.1) in the following cases:

a) while reducing the contact time with harmful factors (time protection) in accordance with the recommendations given in the application 7 of the Guidelines or developed by specialists of the territorial bodies and agencies of the Federal Service for Supervision of Consumer Rights Protection and the Welfare of Human, scientific or educational organizations of the hygienic profile;

b) when using effective (having a certificate of conformity) of personal protective equipment.

In the leadership of P 2.2.2006-05, it is true that SIZ should not simply meet the standards, but be effective. However, the problem is that "efficiency" in this document is deciphered as the presence of a certificate in the SIF. But in accordance with Art. Art. 212, 221 Labor Code of the Russian Federation (197-ФЗ) SIZ must have a certificate. If you follow the letter of the manual p 2.2.2006-05, it turns out that all organizations that fulfill the requirements that provided the issuance of certified PPE employees according to standard regulations automatically receive the right to lower the working class of working conditions for one level. Naturally, a decrease in class working class according to the requirements of Art. Art. 92, 117, 147 of the Labor Code of the Russian Federation leads to changes in compensation to employees.

It is effective for this PPE effectively because it has a certificate (declaration) of conformity - incorrectly. If the employee issued certified PPEs according to the standard, this does not mean that effective protection is provided. Certificate - a document confirming that PPE has the properties that are declared in the passport. The certificate is issued by the certification authority on the basis of the Protocols submitted by the manufacturer of the Protocols on the tests carried out for compliance with the requirements of the technical regulations on the SIZ itself (for an employee who is wearing and for the environment), as well as protective properties.

Only when providing an employee with an effective (having a certificate of conformity) PPE, as well as to ensure effective use by the employee of this PPE in the workplace, you can achieve a guaranteed protected protection from affecting the harmful factor and lower its level of harmfulness.

Often the employer is difficult to find the answer to the question: what kind of PPC to purchase? There are expert recommendations for the choice of SIZ. But, first, such recommendations concern not all PPE. Secondly, while the employer is economically motivated only to comply with the standard standards for issuing PPE (for non-fulfillment, penalties and other penalties are imposed). No motivation to make an expert analysis of the effectiveness of SIZ, interested in the complaints of workers. In reality, the situation is distributed when SIZ for the organization is selected (purchased) according to the standards not experts of labor protection service, but supply. And they are guided primarily comparing prices on the market.

Currently, as part of the further modernization of labor-activated legislation, expert community develops the procedure for assessing professional risks and job certification. This project includes the procedure for assessing the effectiveness of the use of SIZ, evaluating the security of the employee to the means of individual protection against medium and high risks in the workplace. In particular, it is assumed that to reduce the class of working conditions to organizations (employers) will not be enough (as now) only to provide employees certified PPE according to regulations - it will be necessary to evaluate the effectiveness of the use of these SIZ, conducting an appropriate assessment procedure.

The procedure for assessing the effectiveness of the use of SIZ as a professional risk assessment element should be carried out by a certified independent organization, namely the certificate organization.

When evaluating the provision of workplaces of workplaces in accordance with the new order of certification of jobs under the working conditions, approved by the order of the Ministry of Health and Social Development of Russia dated April 26, 2011 N 342N, an increase of the effectiveness of the employee issued by the Employee. At the same time, the effectiveness of the ESC personnel issued by the employee is confirmed by the fulfillment of the requirements of labor safety standards that determine the set of measures to ensure the effective use of SIZ in workplaces.
