Events to ensure anti-terrorist protection of facilities (territories) are organized by the heads of bodies (organizations), which are copyright holders of objects (territories). 5. Responsibility for providing anti-terrorist protection of facilities (territories) is imposed on the heads of bodies (organizations), which are copyright holders of facilities (territories), as well as on officials engaged in direct management of the activities of workers at facilities (territories) (hereinafter referred to as the object manager). II. Categorization of objects (territories) 6. To determine the set of measures aimed at ensuring anti-terrorist protection of objects (territories), a commission examination and categorization of objects (territories) is conducted. Categorization of objects (territories) is carried out taking into account the degree of threat of committing on them terrorist act, the scale of the possible consequences of the commitment of the terrorist act, assess the state of security of objects (territories), the significance of objects (territories) for infrastructure and life support, as well as taking into account the degree of potential hazard of objects (territories). 7. To conduct a survey and categorization of an object (territory) by decision of the head of the body (organization), which is the copyright holder of the object (territory), a commission for the survey and categorization of an object (territory) (hereinafter - the Commission) is being created: a) in relation to the functioning (operating) object (territory) - within 30 days from the date of approval of these requirements; b) when commissioning a new object (territory) - within 30 days from the date of the end of the activities in its commissioning. 8. The term of work of the Commission is determined by the executive commission by the head of the body (organization), which is the copyright holder of the object (territory), depending on the complexity of the object (territory) and is no more than 30 business days. 9. In the course of its work, the Commission: a) conducts a survey of an object (territory) for the state of its anti-terrorist protection; b) studies the design and technical characteristics of the object (territory), the organization of its operation, acting measures to ensure the safe functioning of the object (territory); c) determines the degree of threat of a terrorist act at the facility (territory) and the possible consequences of its commit; d) identifies potentially dangerous areas of the object (territory), the commissioning of a terrorist act on which can lead to emergency situations with hazardous socio-economic consequences, and (or) vulnerable places and critical elements of the object (territory), committing a terrorist act on which can lead to the termination of the functioning of the object (territory) as a whole, its damage or accident on it; e) determines the category of the object (territory) or confirms (modifying) a previously assigned category; (e) Determines the necessary measures to ensure anti-terrorist protection of the object (territory), taking into account the category of the object (territory), as well as the deadlines for the implementation of these measures, taking into account the volume of planned work and sources of funding. 11. The source data for the survey and categorization of the object (territory) are: a) information about the object (territory) and the organization of its protection; b) the presence at the facility (territory) of sites, in the event of a terrorist act, conditions may be created for the emergence of an emergency with hazardous socio-economic consequences (hereinafter referred to as potentially dangerous areas of the object), and their characteristics; c) the presence of critical elements on the object (territory) of critical elements, the committing a terrorist act on which can lead to the termination of the normal functioning of the object (territory), damage or accident at the facility (hereinafter - critical elements of the object), and their characteristics; d) the category of danger, previously assigned to the object (territory); e) situational plans and schemes of the object (territory), its communications, plans and explication separate buildings (buildings, structures). 12. In the course of its work, the Commission on the basis of studying the source data on the object (territory) specified in paragraph 11 of these requirements, as well as the conclusions of specialists: a) conducts a survey of the object (territory) for the state of its anti-terrorism security; b) studies the design and technical characteristics of the object (territory), the organization of its operation, acting measures to ensure the safe functioning of the object (territory); c) determines the degree of threat of a terrorist act at the facility (territory) and the possible consequences of its commit; d) identifies potentially dangerous areas and critical elements of the object (territory), and also determines the vulnerability of potentially hazardous sites and critical elements of the object (territory), the degree of threat and the likely ways of committing a terrorist act on them; e) determines the category of the object (territory) or confirms (modifying) a previously assigned category; (e) Determines the necessary measures to ensure anti-terrorist protection of the object (territory), taking into account the category of the object (territory), as well as the deadlines for the implementation of these measures, taking into account the volume of planned work and sources of funding. 13. As critical elements of the object (territory) discusses: a) constructive and technological elements of the object (territory), buildings, engineering structures and communications; b) system elements, equipment nodes or devices of potentially dangerous installations at the facility (territory); c) sites of use or storage hazardous substances and materials at the facility (territory); d) Other systems, elements and communications of the object (territory), the need to protect which is revealed in the process of analyzing their vulnerability. 14. Taking into account the degree of threat of committing a terrorist act and the possible consequences of its commission, the following categories of hazards of objects (territories) are established: a) objects (territories) of low hazards: objects (territory), as a result of the commission of a terrorist act on which the predicted number of victims will be less than 30 human; Objects (territories), as a result of the commission of a terrorist act on which the possible amount of material damage and damage to the surrounding natural environment will be less than 1 million rubles; b) objects (territories) of average hazard: objects (territory), as a result of the commission of a terrorist act on which the predicted number of victims will be from 30 to 200 people; Objects (territories), as a result of the commission of a terrorist act on which the possible amount of material damage and damage to the environment will be from 1 to 5 million rubles; c) objects (territory) high Danger : objects (territories), as a result of the commission of a terrorist act on which the projected number of victims will be more than 200 people; Objects (territories), as a result of the commission of a terrorist act on which the possible amount of material damage and damage to the environment will be more than 5 million rubles. 15. All objects (territories) are assigned a hazard category that corresponds to the highest quantitative indicator of any of the categorization criteria specified in paragraph 14 of these requirements. 16. The results of the commission's work are drawn up with an act of examination and categorization of an object (territory), which is drawn up in 2 copies, is signed by all members of the Commission, approved by the Commission by the head of the authority (organization), which is the right holder of the object (territory), and is the basis for development and an integral part Safety passports of the object (territory). In the event of a decision of the specified act of disagreements between members of the Commission, the decision is made in the form of voting by a simple majority of votes. In the event of equality of votes, the decision is made by the Chairman of the Commission. Commission members who do not agree with the decision made, sign an act of examinations and categorizing the object (territory), while their special opinion is attached to the act of examination and categorizing the object (territory). 17. With regard to each object (territory) in accordance with the act of its survey and categorization by the head of the facility, taking into account the degree of potential danger and threat of terrorist acts, as well as the forecast volume of expenses for the implementation of relevant activities and sources of funding, a list of measures to ensure anti-terrorist protection of the facility is determined (territory). The deadline for the completion of these measures, taking into account the volume of planned work, should not exceed 12 months from the date of approval of the act of examination and categorizing the object (territory). 18. The information contained in the act of examination and categorization of the object (territory), as well as in the list of measures to ensure the anti-terrorist protection of the object (territory), is the information of limited distribution and is subject to protection in accordance with the legislation of the Russian Federation. III. Events to ensure anti-terrorist protection of objects (territories) 19. Events on antiterrorist protection of the object (territory) must comply with the nature of the threats, the features of the object (territory), the operational situation in the area of \u200b\u200bthe location of the object (territory), contribute to the effective use of forces and means involved in ensuring Safety of the object (territory), and ensure the reliability of the protection of the object (territory). 20. The obstruction of unlawful penetration on the object (territory) is achieved through: a) the organization of the protection of the object (territory) and the throughput mode at the facility (territory); b) equipping the object (territory) by technical means of protection; c) engineering and technical equipment of the object (territory); d) conducting activities to protect information. 22. Identify potential violators established at the facility (territory) of the regime and (or) signs of preparation for committing or committing a terrorist act is achieved through: a) the organization of the input regime at the facility (territory); b) conducting traversions (inspections, surveys) of the object (territory) for identifying unauthorized persons, explosive and fire-hazardous objects; c) identifying the facts of outdoor observation of the object (territory), collecting information about the object (territory), protection and throughput from unknown persons; d) analysis of information on intruders attempts to penetrate the object (territory), carry (transported) to the object (territory) prohibited to introduce (import) objects, materials and substances. 23. Minimizing the possible consequences and liquidation of the threat of a terrorist act at the facility (territory) are achieved through: a) the development and clarification of the action plans (instructions) of employees of the object (territory) in the threat of committing and when performing a terrorist act; b) proper protection of the object (territory), stopping the admission of visitors to the object (territory); c) alerts and evacuation of employees of the object (territory) and visitors; d) conducting inspections of the object (territory) for identifying unauthorized persons and suspicious subjects; e) the readiness of the security division, officials and other employees of the object (territory) to the actions in the threat of committing and when performing a terrorist act at the facility (territory); (e) Creation of appropriate conditions to employees of territorial security bodies and internal affairs bodies, military personnel (employees) of the National Guard of the Russian Federation, employees of the Ministry of the Russian Federation for Civil Defense Affairs, emergency situations and eliminate the effects of natural disasters, employees of emergency (utal) services and emergency medical careArriving for an object (territory) for measures to prevent, localize or eliminate the consequences of a terrorist act. 25. 4. Events to ensure anti-terrorist protection of facilities (territories) are organized by the heads of bodies (organizations), which are copyright holders of objects (territories).

5. Responsibility for providing anti-terrorist protection of facilities (territories) is imposed on the heads of bodies (organizations), which are copyright holders of facilities (territories), as well as on officials engaged in direct management of the activities of workers at facilities (territories) (hereinafter referred to as the object manager).

a) information about the object (territory) and the organization of its protection;

b) the presence at the facility (territory) of sites, in the event of a terrorist act, conditions may be created for the emergence of an emergency with hazardous socio-economic consequences (hereinafter referred to as potentially dangerous areas of the object), and their characteristics;

c) the presence of critical elements on the object (territory) of critical elements, the committing a terrorist act on which can lead to the termination of the normal functioning of the object (territory), damage or accident at the facility (hereinafter - critical elements of the object), and their characteristics;

e) situational plans and schemes of the object (territory), its communications, plans and explication of individual buildings (buildings, structures).

12. In the course of its work, the Commission on the basis of the study of the initial data on the object (territory) specified in paragraph 11 of these requirements, as well as the conclusions of specialists:

a) conducts a survey of the object (territory) for the state of its anti-terrorist protection;

b) studies the design and technical characteristics of the object (territory), the organization of its operation, acting measures to ensure the safe functioning of the object (territory);

c) determines the degree of threat of a terrorist act at the facility (territory) and the possible consequences of its commit;

d) identifies potentially dangerous areas and critical elements of the object (territory), and also determines the vulnerability of potentially hazardous sites and critical elements of the object (territory), the degree of threat and the likely ways of committing a terrorist act on them;

(e) Determines the necessary measures to ensure anti-terrorist protection of the object (territory), taking into account the category of the object (territory), as well as the deadlines for the implementation of these measures, taking into account the volume of planned work and sources of funding.

13. As critical elements of the object (territory) discusses:

a) constructive and technological elements of the object (territory), buildings, engineering structures and communications;

b) system elements, equipment nodes or devices of potentially dangerous installations at the facility (territory);

c) the place of use or storage of hazardous substances and materials at the facility (territory);

18. The information contained in the act of examination and categorization of the object (territory), as well as in the list of measures to ensure the anti-terrorist protection of the object (territory), is the information of limited distribution and is subject to protection in accordance with the legislation of the Russian Federation.

III. Events to ensure anti-terrorism

19. a) the organization of the protection of the object (territory) and the throughput mode at the facility (territory);

b) equipping the object (territory) by technical means of protection;

c) engineering and technical equipment of the object (territory);

d) conducting activities to protect information.

22. The identification of potential violators established at an object (territory) of the regime and (or) signs of preparation for committing or committing a terrorist act is achieved through:

a) organization of the intra-looping mode at the facility (territory);

b) conducting traversions (inspections, surveys) of the object (territory) for identifying unauthorized persons, explosive and fire-hazardous objects;

c) identifying the facts of outdoor observation of the object (territory), collecting information about the object (territory), protection and throughput from unknown persons;

e) conducting inspections of the object (territory) for identifying unauthorized persons and suspicious subjects;

(e) adopting measures to exclude in the immediate vicinity of the object (territory) of unknown and unfortunately left vehicles;

g) timely maintenance of technical maintenance of protection;

h) organization of use and storage at the facility (territory) of hazardous substances and materials, as well as conducting events that exclude access to unauthorized persons.

24. Minimizing the possible consequences and liquidation of the threat of a terrorist act at the facility (territory) are achieved by:

a) developing and clarifying the action plans (instructions) of object workers (territory) in the threat of committing and when performing a terrorist act;

b) proper protection of the object (territory), stopping the admission of visitors to the object (territory);

c) alerts and evacuation of employees of the object (territory) and visitors;

d) conducting inspections of the object (territory) for identifying unauthorized persons and suspicious subjects;

e) the readiness of the security division, officials and other employees of the object (territory) to the actions in the threat of committing and when performing a terrorist act at the facility (territory);

(e) Creation of appropriate conditions for employees of territorial security bodies and internal affairs bodies, military personnel (employees) of the troops of the National Guard of the Russian Federation, employees of the Ministry of the Russian Federation for Affairs civil Defense, emergency situations and elimination of disaster consequences, emergency (utilities) staff and emergency medical care, arriving at the facility (territory) for activities to prevent, localize or eliminate the effects of the terrorist act.

25. Ensuring the protection of service information of limited distribution contained in the security passport of the object (territory), other documents and on other material carriers of information, including the service information of limited dissemination of measures taken on the anti-terrorist protection of the object (territory) is achieved through:

a) establishing the procedure for working with service information of limited distribution;

b) restrictions on the access of officials (employees) to the service information of the limited distribution contained in the security passport of the object (territory), other documents and other material information carriers;

d) to ensure proper storage and use of service information of limited distribution, including the object security contained in the security passport (territory), other documents and other material information carriers;

e) organization and monitoring installed order working with service information of limited dissemination and its storage to identify and prevent possible leakage of service information limited distribution, including the object security (territory), other documents contained in the security passport (territory), other documents and other material carriers;

(e) Preparation and retraining of officials (employees) on working with service information of limited distribution.

26. To ensure the necessary level of antiterrorist protection of objects (territories), regardless of the category assigned to them, the following activities are carried out:

a) the appointment of officials responsible for the implementation of measures for anti-terrorism security of facilities (territories) - in the absence of full-time employees responsible for ensuring security;

b) the organization and provision of throughput and intra-looped modes at objects (territories), control of their functioning;

c) carrying out exercises and training for the implementation of plans to ensure anti-terrorist protection of objects (territories) with periodicity:

no less often 1 time per year - for objects (territories) of low and medium hazard categories:

not less than 2 times a year - for objects (territories) high category danger;

d) ensuring control over the implementation of measures for anti-terrorist protection of objects (territories);

e) security organization information security, development and implementation of measures that exclude unauthorized access to information resources objects (territories);

(e) Maintaining in a good condition of engineering and technical equipment and systems of protection, equipping uninterrupted and sustainable bonds of objects (territories);

g) accommodation at objects (territories) of visual benefits with information on the procedure for the action of workers and visitors when detecting suspicious individuals or objects at facilities (territories), as well as when entering information about the threat of committing or committing terrorist acts at facilities (territories);

h) the organization of interaction with territorial security bodies, the territorial bodies of the Federal Service for the National Guard of the Russian Federation and the territorial bodies of the Ministry of Internal Affairs of the Russian Federation on countering terrorism;

i) develop the procedure for evacuating employees of objects (territories) and visitors;

k) the organization of training of employees of objects (territories) methods of protection and actions in the threat of committing a terrorist act or when it is committed;

27. In addition to the activities provided for in paragraph 26 of these requirements, the following events are carried out in relation to objects (territories) of the average hazard category:

a) equipment of a video surveillance system that transmits visual information on the state of the perimeter and the territory of protected zones and critical elements of objects (territories);

b) equipment with technical means of alert providing sound and (or) light signals, broadcast speech information on the nature of the danger, the need and ways of evacuation, other actions aimed at ensuring the safety of people;

c) the use of engineering and technical protection tools, including equipment with turnstiles or control and control systems for access control points at the entrances (entry) on objects (territory).

28. In addition to the activities provided for in paragraphs 26 and 27 of these requirements, the following activities are carried out in relation to objects (territories) of a high category of hazards:

a) equipping checkpoints by technical means to identify forbidden substances and objects or manual metal detectors;

29. a) the alert of workers and other persons on the facility (territory), about the threat of a terrorist act;

b) the safe and unimpeded evacuation of workers, students and other persons on the facility (territory);

c) enhancing the protection and control of throughput and intra-looped regimes, as well as the cessation of access of people and vehicles to the object (territory);

d) unhindered access to the object (territory) of operational units of territorial security bodies, territorial bodies of the Ministry of Internal Affairs of the Russian Federation, the territorial bodies of the Federal Service for the National Guard of the Russian Federation and the territorial bodies of the Ministry of the Russian Federation for civil defense, emergency situations and the elimination of natural disasters .

V. Control over the fulfillment of requirements

35. b) assessment of the effectiveness of the system for ensuring the anti-terrorist protection of objects (territories) and the implementation of measures to ensure anti-terrorist protection of objects (territories);

c) developing and implementing measures to eliminate identified during the inspections of anti-terrorist protection of objects (territories) of deficiencies.

36. Planned checks of anti-terrorist protection of objects (territories) are carried out at least 1 time in 3 years in accordance with the annual inspection plan:

a) territorial bodies of the Federal Tax Service and subordinate service organizations approved by the Order of the Federal Tax Service;

b) territorial bodies of the Federal Tax Service, approved by the Order of the Higher Territorial Body of the Federal Tax Service;

c) objects (territories), the copyright holders of which are subordinate to the Federal Tax Service of the Organization, approved by the head of the United Nations Federal Tax Service of the Organization.

37. On the scheduled inspection, the head of the facility (territory) is notified no later than 3 working days before the start of such an inspection.

38. An unscheduled test of anti-terrorist protection of the object (territory) is held by the decision of the authority (organization), which is the right holder of the object (territory), and (or) of the higher authority (organization) when obtaining information on non-compliance with the object (territory) of the requirements for anti-terrorism requirements The object (territory), as well as after the expiration of the execution of the previously issued prescription to eliminate the violations identified.

39. The list of officials authorized to conduct inspections of anti-terrorist protection of facilities (territories) is determined by the heads of bodies (organizations), which are copyright holders of objects (territories).

40. The term of scheduled inspections cannot exceed 15 business days, unscheduled inspections - 7 working days.

41. The results of the inspection are issued as an act of verification. If there are deficiencies specified in the checkout, the head of the facility is a plan of measures to eliminate the shortcomings identified during the inspection.

Vi. Object security passport (territory)

42. For each object (territory) in accordance with the act of examination and categorization of the object (territory) within 10 working days from the date of signing of the specified act, the security passport of the object (territory) is drawn up.

Coordination of the security passport of the object (territory) is carried out within 30 days from the date of its preparation.

I. General provisions

1. These requirements establish a set of activities aimed at ensuring the anti-terrorist protection of facilities (territories) of the Federal Tax Service, its territorial bodies and its subordinate organizations (hereinafter referred to as organs (organizations), including the issues of engineering and technical strengthening of objects (territories), their categorization Control over the implementation of these requirements and developing a safety passport of objects (territories).

2. For the purposes of these requirements under facilities (territories), complexes of technologically and technically interconnected buildings (buildings, structures), systems and premises, individual buildings (structures, structures) and the territory adjacent to them, as well as parts of the building (structure, Constructions), whose copyright holders are organs (organizations).

3. These requirements do not apply:

a) on objects (territory) to be mandatory for the troops of the National Guard of the Russian Federation;

b) on important government facilities, special goods, constructions on communications to be protected by the troops of the National Guard of the Russian Federation, in terms of their equipment engineering and technical means of protection, the procedure for monitoring the equipment and operation of these engineering and technical protection;

c) on objects (territory), the requirements for anti-terrorist protection of which are approved by other acts of the Government of the Russian Federation.

4. Events to ensure anti-terrorist protection of facilities (territories) are organized by the heads of bodies (organizations), which are copyright holders of objects (territories).

5. Responsibility for providing anti-terrorist protection of facilities (territories) is imposed on the heads of bodies (organizations), which are copyright holders of facilities (territories), as well as on officials engaged in direct management of the activities of workers at facilities (territories) (hereinafter referred to as the object manager).

II. Categories of objects (territories)

6. To determine the complex of measures aimed at ensuring the anti-terrorist protection of objects (territories), a commission examination and categorization of objects (territories) is conducted.

Categories of objects (territories) is carried out taking into account the degree of threat of a terrorist act on them, the scale of the possible consequences of the terrorist act, assessing the state of security of objects (territories), the significance of objects (territories) for infrastructure and life support, as well as taking into account the degree of potential danger of objects ( territories).

7. To conduct a survey and categorization of an object (territory) by decision of the authority (organization), which is the copyright holder of the object (territory), a commission for the survey and categorization of the facility (territory) (hereinafter - the Commission) is created:

a) in relation to the functioning (operating) object (territory) - within 30 days from the date of approval of these requirements;

b) when commissioning a new object (territory) - within 30 days from the date of the end of the activities in its commissioning.

8. The term of work of the Commission is determined by the executive commission by the head of the body (organization), which is the copyright holder of the object (territory), depending on the complexity of the object (territory) and is no more than 30 business days.

9. The Commission includes representatives of the body (organization), which is the right holder of the object (territory), employees of the object (territory), as well as representatives of the territorial security body, the territorial body of the Federal Service for the National Guard of the Russian Federation or the division of private security forces of the National Guard of the Russian Federation At the location of the object (territory) (in coordination).

The commission of the Commission may involve experts from among employees of specialized organizations that have the right to exert the safety of objects (territories).

The Commission is headed by the head of the facility.

10. In his work, the Commission:

d) identifies potentially dangerous areas of the object (territory), the commissioning of a terrorist act on which can lead to emergency situations with hazardous socio-economic consequences, and (or) vulnerable places and critical elements of the object (territory), committing a terrorist act on which can lead to the termination of the functioning of the object (territory) as a whole, its damage or accident on it;

11. The source data for examination and categorization of the object (territory) are:

a) information about the object (territory) and the organization of its protection;

b) the presence at the facility (territory) of sites, in the event of a terrorist act, conditions may be created for the emergence of an emergency with hazardous socio-economic consequences (hereinafter referred to as potentially dangerous areas of the object), and their characteristics;

c) the presence of critical elements on the object (territory) of critical elements, the committing a terrorist act on which can lead to the termination of the normal functioning of the object (territory), damage or accident at the facility (hereinafter - critical elements of the object), and their characteristics;

e) situational plans and schemes of the object (territory), its communications, plans and explication of individual buildings (buildings, structures).

12. In the course of its work, the Commission on the basis of the study of the source data on the object (territory) specified in these requirements, as well as the conclusions of specialists:

a) conducts a survey of the object (territory) for the state of its anti-terrorist protection;

b) studies the design and technical characteristics of the object (territory), the organization of its operation, acting measures to ensure the safe functioning of the object (territory);

c) determines the degree of threat of a terrorist act at the facility (territory) and the possible consequences of its commit;

d) identifies potentially dangerous areas and critical elements of the object (territory), and also determines the vulnerability of potentially hazardous sites and critical elements of the object (territory), the degree of threat and the likely ways of committing a terrorist act on them;

(e) Determines the necessary measures to ensure anti-terrorist protection of the object (territory), taking into account the category of the object (territory), as well as the deadlines for the implementation of these measures, taking into account the volume of planned work and sources of funding.

13. As critical elements of the object (territory) discusses:

a) constructive and technological elements of the object (territory), buildings, engineering structures and communications;

b) system elements, equipment nodes or devices of potentially dangerous installations at the facility (territory);

c) the place of use or storage of hazardous substances and materials at the facility (territory);

d) Other systems, elements and communications of the object (territory), the need to protect which is revealed in the process of analyzing their vulnerability.

14. Taking into account the degree of threat of committing a terrorist act and the possible consequences of its implementation, the following categories of hazards of objects (territories) are established:

a) Low danger objects (territory):

objects (territories), as a result of the commission of a terrorist act on which the predicted number of victims will be less than 30 people;

objects (territories), as a result of the commission of a terrorist act on which the possible amount of material damage and damage to the environment will be less than 1 million rubles;

b) Objects (territories) of average hazard:

objects (territories), as a result of the commission of a terrorist act on which the predicted number of victims will be from 30 to 200 people;

objects (territories), as a result of the commission of a terrorist act on which the possible amount of material damage and damage to the environment will be from 1 to 5 million rubles;

c) High Danger Objects (Territory):

objects (territories), as a result of the commission of a terrorist act on which the predicted number of victims will be more than 200 people;

objects (territories), as a result of the commission of a terrorist act on which the possible amount of material damage and damage to the environment will be more than 5 million rubles.

15. All objects (territories) are assigned a hazard category that corresponds to the highest quantitative indicator of any of the categorization criteria specified in these requirements.

16. The results of the commission's work are drawn up with an act of examination and categorization of an object (territory), which is drawn up in 2 copies, is signed by all members of the Commission, approved by the Commission by the head of the authority (organization), which is the right holder of the object (territory), and is the basis for development and an integral part Safety passports of the object (territory).

In the event of a decision of the specified act of disagreements between members of the Commission, the decision is made in the form of voting by a simple majority of votes. In the event of equality of votes, the decision is made by the Chairman of the Commission. 17. With regard to each object (territory) in accordance with the act of its survey and categorization by the head of the facility, taking into account the degree of potential danger and threat of terrorist acts, as well as the forecast volume of expenses for the implementation of relevant activities and sources of funding, a list of measures to ensure anti-terrorist protection of the facility is determined (territory).

The deadline for the completion of these measures, taking into account the volume of planned work, should not exceed 12 months from the date of approval of the act of examination and categorizing the object (territory).

18. The information contained in the act of examination and categorization of the object (territory), as well as in the list of measures to ensure the anti-terrorist protection of the object (territory), is the information of limited distribution and is subject to protection in accordance with the legislation of the Russian Federation.

III. Events to ensure anti-terrorist protection of objects (territories)

19. Events on antiterrorist protection of the object (territory) must comply with the nature of the threats, the features of the object (territory), the operational situation in the area of \u200b\u200bthe location of the object (territory), to promote the effective use of forces and means involved in ensuring the security of the object (territory), and ensure reliability Protection of the object (territory).

21. The obstruction of unlawful penetration on the object (territory) is achieved by:

a) the organization of the protection of the object (territory) and the throughput mode at the facility (territory);

b) equipping the object (territory) by technical means of protection;

c) engineering and technical equipment of the object (territory);

d) conducting activities to protect information.

22. The identification of potential violators established at an object (territory) of the regime and (or) signs of preparation for committing or committing a terrorist act is achieved through:

a) organization of the intra-looping mode at the facility (territory);

b) conducting traversions (inspections, surveys) of the object (territory) for identifying unauthorized persons, explosive and fire-hazardous objects;

c) identifying the facts of outdoor observation of the object (territory), collecting information about the object (territory), protection and throughput from unknown persons;

d) analysis of information on intruders attempts to penetrate the object (territory), carry (transported) to the object (territory) prohibited to introduce (import) objects, materials and substances.

d) conducting inspections of vehicles entering the object (territory) and leaving the object (territory);

e) conducting inspections of the object (territory) for identifying unauthorized persons and suspicious subjects;

29.
