One of the main tasks of the authorities state power is to ensure the stable functioning of all urban communications, the key position of which is transport. A transport system is a set of a number of organizational procedures and infrastructures used by city residents for regular movement along city streets. This area includes:

  1. services public transport;
  2. personal vehicles of citizens;
  3. roads;
  4. sidewalk paths;
  5. transition tracks.

All components of the transport system directly affect each other in the course of constant interaction. For this reason, a comprehensive solution to the issue of the development of transport communication is required.

The procedure for managing the road transport system

Its regulation is carried out with a strict restriction of funds, which include: financial security, labor resources, time and so on. Accordingly, the development of the development program should be carried out taking into account that it was possible to achieve the best result with a limited investment of funds.

The city's budget, as a rule, does not have enough funds to comprehensively solve the problems of transport provision using an extensive method, namely, by gradually increasing the level of the length of the street road infrastructure. Land resources within the city are also insufficient. The old street layout does not meet modern transport needs and it is not always possible to expand transport routes to eliminate congestion on busy city highways.

This circumstance is an obstacle to the creation of additional transport routes in the city. In this case, the only reasonable solution is to increase the intensity of use of the available funds. The central methods of a comprehensive solution to the issue are:

  1. Optimization of the operation of the existing infrastructure of street roads (it is necessary to increase the throughput by a number of techniques).
  2. Reasonable scheduling of the required activities for the development of the city's transport systems. It implies a process of improving the transport infrastructure, taking into account the current needs of residents in movement, transportation of goods.
  3. The need to build a competent balance between the development of transport systems and the urban planning industry to regulate transport demand.
  4. Development of a number of main requirements for maintaining a safe regime road traffic.

Municipal strategy: how to implement it?

To successfully achieve these goals, a full-fledged building of a program for the integrated development of transport infrastructure is required. In accordance with the current federal legislation, namely, the rules governing amendments to the Urban Planning Code of the Russian Federation, provisions were adopted regarding the relevance of creating programs for the integrated development of the road transport industry in settlements and district districts to improve the quality of rural transport.

State and municipal programs for improving the transport system in settlements, district districts, subject to approved plans for settlements, city districts, adopted from the date of entry into force of Federal Law 456, must be developed and approved within six months from the date of validity of the binding norms contained in Part 1 of Art. ... 5 of the specified federal law.

If there is a case when the said plans for settlements and district districts are approved later than the date of entry into force of the said federal law, as well as earlier than the day when the Government of the Russian Federation passed the provisions contained in Part 1 of Art. 5, the six-month period allotted for the approval of plans to improve the infrastructure of rural transport, in settlements, district districts, is subject to approval by the LSG bodies of the indicated localities, and the calculation starts from the day specified in the decree of the Government of the Russian Federation.   6. Methods for the development of the industry, taking into account the technical and economic indicators of transport facilities.
  7. The order of implementation of these procedures.
  8. Providing an assessment of the scope and sources of financial support for the program, investment projects for design, construction, reconstruction work on industry facilities.
  9. A full-fledged analysis of the productivity of the planned measures and investment projects for the design, construction, dismantling of transport system elements in rural-type settlements, district districts that are proposed for implementation.
  10. Options for transforming the institutions of this infrastructure, modernizing the legal and information regulation of the design, construction, repair of transport systems in settlements and within the okrug.

How are infrastructure development methodologies evaluated?

Giving an integrated assessment of the proposed methods of modernizing transport systems, as well as the selection of preferred methods for implementation are carried out on the basis of:

  1. The final indicators of modeling the updated work of the road transport industry.
  2. Analyzing and forecasting the viability of development methods, as well as establishing the expected level of demand for transport services.
  3. Expected forecast regarding changes in the established indicator indicators for the modernization of transport systems (urban, municipal, rural).
  4. Comparison of these indicators with the baseline. For the latter, some of the characteristics of the current state of the industry or the state of the road transport system on the segment allocated for putting the program into action. According to the data indicated on the official Internet resource public procurement, the cost of work for cities with a population of more than 1 million people ranges from 28 to 40 million rubles.

The importance of municipal and state programs for the development of transport infrastructure

Target value government programs transport planning, as well as strategic developments in the field of improving the quality and stability of the functioning of urban transport systems, as well as municipal and rural purposes, designed for a long-term period of action, cannot be overemphasized.

Transport infrastructure development program settlements- a document establishing a list of measures for the design, construction, reconstruction of transport infrastructure facilities of local significance of the Izumrudnovsky rural settlement of the Dzhankoy region of the Republic of Crimea (hereinafter - the Settlement).

The implementation of the program should ensure a balanced, long-term development of the transport infrastructure of the Settlement, in accordance with the needs for construction, reconstruction of transport infrastructure facilities of local importance.

Providing reliable and sustainable transport services to the residents of the Settlement, reducing the wear and tear of transport infrastructure facilities is one of the main problems, the solution of which is necessary to improve the quality of life of residents and ensure sustainable development of the settlement.

The solution to the problem is complex, and the implementation of measures to
improving the quality of transport infrastructure is possible only if
interaction of authorities at all levels, as well as the concentration of financial,
technical and scientific resources. The system of the main activities of the Program determines the priority areas in the field of road facilities in the territory of the Settlement and involves the implementation of the following activities:

  1. Measures for the maintenance of public roads
    local significance and artificial structures on them.

The implementation of measures will allow to carry out maintenance work
highways and artificial structures on them in accordance with
regulatory requirements.

  1. Measures for the repair of public highways of local importance and artificial structures on them.

Implementation of measures will allow maintaining the length of the sections

overhaul road- a set of works on the replacement and (or) restoration of structural elements of the highway, road structures and (or) their parts, the implementation of which is carried out within the established permissible values ​​and technical characteristics of the class and category of the highway and during which the structural and other characteristics of reliability are affected and the safety of the motor road and the boundaries of the right-of-way of the motor road do not change;

road repair- a set of works on the restoration of the transport and operational characteristics of the highway, during the implementation of which the structural and other characteristics of the reliability and safety of the highway are not affected;

  1. Description of the existing state of transport infrastructure

2.1 . The position of the municipality Izumrudnovskoe rural settlement of the Dzhankoy region of the Republic of Crimea in the structure of the spatial organization Republic of Crimea

the budget of the Izumrudnovsky rural settlement. The mechanism for the implementation of the Program includes a system of measures for inspection, maintenance, repair, certification of public highways of local importance in a rural settlement, design and construction of sidewalks, measures to ensure road safety (purchase of road signs, pedestrian crossings), measures to organize transport services for the population.

The list of measures for the repair of roads, bridges for the implementation of the Program
is formed by the administration of the Settlement based on the results of a survey of the condition of the road surface at least once a year, at the beginning of autumn or at the end of spring, and taking into account the solution of priority problem situations, including from received applications (complaints) from citizens.

The list and types of works on the maintenance and current repair of automobile
roads and artificial structures on them are determined by the municipal contract (agreement) in accordance with the classification established by the federal executive body in charge of the development public policy and legal regulation in the field of road facilities, as well as in the case of major repairs, reconstruction and construction of design estimates developed for a specific section of the road.

4.5. Measures for the development of infrastructure for freight transport,
vehicles of public utilities and road services.

Measures for the development of infrastructure for freight transport,
utility vehicles and road services are not planned.
4.6. Measures for the development of the general road network
use of local significance of the Izumrudnovsky rural settlement
In order to develop the road network of the settlement, it is planned to:

- Measures for the maintenance of public highways of local importance and artificial structures on them. The implementation of measures will allow to carry out work on the maintenance of automobile
roads and artificial structures on them in accordance with the regulatory
requirements.
- Measures for the repair of local public roads
values ​​and artificial structures on them. The implementation of the measures will allow to preserve the length of sections of public highways of local importance, on which the indicators of their transport and operational state meet the requirements of the standards for the operational indicators of highways.

- Measures for the overhaul of public highways of local importance and artificial structures on them.

4.7. Comprehensive traffic management measures, including

road safety;

V modern conditions for effective management of the development of the territory of a municipality, it is not enough to approve a territorial planning document that meets the current requirements of the legislation and has a justification for the main decisions in terms of meeting the needs of the population in the services of various types of infrastructure.
The limited resources of local budgets for the creation of objects of local importance necessitate careful planning for the implementation of territorial planning documents. Indeed, only in the case of successful implementation of well-grounded decisions, urban planning policy can be recognized as effective.

The program for the integrated development of transport infrastructure is important document planning, ensuring the systematization of all measures for the design, construction, reconstruction of transport infrastructure facilities of various types. The programs are of great importance for planning the implementation of territorial planning documents.

The main directions of improving the regulatory framework necessary for the functioning and development of the transport infrastructure of the settlement are:

- the use of economic measures to stimulate investment in facilities
transport infrastructure;

- coordination of activities and projects for the construction and reconstruction of facilities
transport infrastructure between public authorities (in terms of vertical integration) and business;

- coordination of efforts federal bodies executive power, bodies
executive power of the Republic of Crimea, local government bodies,
representatives of business and public organizations in solving the problems of implementing measures (investment projects);

- launching a system of statistical observation and monitoring of the necessary
provision of institutions with transport infrastructure of settlements in

The development of transport on the territory of the Settlement should be carried out on
based on an integrated approach focused on joint efforts of various levels of government: federal, regional, municipal.

The transport system of the Izumrudnovsky rural settlement is an element of the transport system of the region, therefore, the solution of all tasks related to the optimization of the transport infrastructure on the territory cannot be solved only within the powers of the local self-government bodies of the municipality. The proposals for the development of transport infrastructure given in the Program are supposed to be implemented with the participation of budgets of all levels.

The tasks of local self-government bodies will be organizational measures to ensure interaction between state authorities and local self-government bodies, preparation of initiative proposals for the development of transport infrastructure.

Thus, the expected results of the implementation of the planned
measures will be the commissioning of the transport infrastructure facilities provided for by the Program in order to develop a modern and efficient transport infrastructure of the Settlement, increase the level of traffic safety, accessibility and quality of services provided by the transport complex for the population.

1. These requirements for programs for the integrated development of transport infrastructure of settlements, urban districts (hereinafter referred to as the requirements) determine the composition and content of programs for the integrated development of transport infrastructure facilities of local significance of settlements, urban districts (hereinafter, respectively, transport infrastructure, programs).

2. The programs establish a list of measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities, including those provided for by state and municipal programs, the strategy for the socio-economic development of the municipality and the action plan for the implementation of the strategy for the socio-economic development of the municipality ( in the presence of the specified strategy and plan), the plan and program for the comprehensive socio-economic development of the municipality, investment programs of the subjects natural monopolies in the field of transport, agreements on the integrated development of territories or on the development of built-up areas.

3. The program should provide:

a) safety, quality and efficiency of transport services for the population, as well as legal entities and individual entrepreneurs carrying out economic activity (hereinafter - subjects of economic activity), in the territory of the settlement, urban district;

b) the availability of transport infrastructure facilities for the population and economic entities in accordance with the standards for urban planning of a settlement or standards for urban planning of an urban district;

c) development of transport infrastructure in accordance with the needs of the population in movement, economic entities - in the transportation of passengers and goods in the territory of settlements and urban districts (hereinafter - transport demand);

d) development of transport infrastructure, balanced with urban planning activities in settlements, urban districts;

e) conditions for managing transport demand;

f) creation of priority conditions for ensuring the safety of life and health of road users in relation to the economic results of economic activity;

g) creation of priority conditions for the movement of public transport vehicles in relation to other vehicles;

h) conditions for walking and cycling of the population;

i) the efficiency of the functioning of the existing transport infrastructure.

4. If the general plan of a rural settlement is approved by the local self-government bodies of the municipal district on the territory of which the rural settlement is located, then the programs in relation to such rural settlements are subject to development and approval by the local self-government bodies of the indicated municipal district.

Local self-government bodies of rural settlements may develop and approve programs if the relevant issues of local importance are assigned to such rural settlements by the laws of the constituent entity of the Russian Federation and the charter of the municipal district and the charters of rural settlements adopted in accordance with them.

If representative body local self-government of a rural settlement, in accordance with the legislation of the Russian Federation, it was decided that there is no need to prepare its master plan, then the program of such a rural settlement is not subject to development and approval.

5. The program is developed for a period of not less than 10 years and not more than for the duration of the general plan of a settlement, an urban district. Activities and targets (indicators) provided for by the program should be indicated for the first 5 years with a breakdown by year, and for the subsequent period (until the end of the program) - without breakdown by year. If at the time of the development of the program, the master plan is implemented for less than 5 years, the program is developed for the remaining period of the master plan, while activities and targets (indicators) are indicated with a breakdown by years during the first 5 years, and for the subsequent period (until the expiration programs) - without breakdown by year. If at the time of the development of the program, the implementation period of the master plan is 5 years or more, the program is developed for the remaining period of the master plan, while activities and targets (indicators) are indicated with a breakdown by year.

6. The program should include:

a) passport of the program;

b) a description of the existing state of the transport infrastructure;

c) forecast of transport demand, changes in the volume and nature of movement of the population and transportation of goods in the territory of the settlement, urban district;

d) fundamental options for the development of transport infrastructure and their aggregated assessment according to target indicators (indicators) of the development of transport infrastructure, followed by the choice of the option proposed for implementation;

e) a list of measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities proposed for implementation of the transport infrastructure development option, technical and economic parameters of transport facilities, the order of implementation of measures (investment projects);

f) an assessment of the volume and sources of financing for measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities of the transport infrastructure development option proposed for implementation;

g) assessment of the effectiveness of measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities proposed for implementation of the transport infrastructure development option;

h) proposals for institutional transformations, improvement of legal and information support for activities in the field of design, construction, reconstruction of transport infrastructure facilities on the territory of a settlement, urban district.

7. The passport of the program must contain the name of the program, the basis for the development of the program, the name of the customer and the developers of the program, their location, goals and objectives of the program, targets (indicators) for the development of transport infrastructure, the timing and stages of the implementation of the program, an enlarged description of the planned activities (investment projects ) for the design, construction, reconstruction of transport infrastructure facilities (groups of events, subprograms, investment projects), the amount and sources of funding for the program.

Target indicators (indicators) of transport infrastructure development include technical and economic, financial and socio-economic indicators of transport infrastructure development, including indicators of safety, quality and efficiency of transport services for the population and economic entities. Target indicators (indicators) are set for each type of transport, road facilities, goals and objectives of the program, as well as for the transport infrastructure in general.

8. Characteristics of the current state of transport infrastructure include:

a) analysis of the position of a constituent entity of the Russian Federation in the structure of the spatial organization of the Russian Federation, analysis of the position of a settlement, an urban district in the structure of the spatial organization of constituent entities of the Russian Federation;

b) the socio-economic characteristics of a settlement, an urban district, a characteristic of urban planning activities in the territory of a settlement, an urban district, including activities in the field of transport, an assessment of transport demand;

c) characteristics of the functioning and performance indicators of the transport infrastructure by mode of transport;

d) characteristics of the road network of a settlement, urban district, traffic parameters (speed, density, composition and intensity of traffic flows of vehicles, road load factor and other indicators characterizing the state of road traffic, the environmental load on the environment from road transport and economic losses ), assessment of the quality of road maintenance;

e) analysis of the composition of the vehicle fleet and the level of motorization in the settlement, urban district, provision of parking (parking spaces);

f) characteristics of the operation of public transport vehicles, including the analysis of passenger traffic;

g) characteristics of the conditions for walking and cycling;

h) characteristics of the movement of freight vehicles, an assessment of the operation of vehicles of public utilities and road services, the state of the infrastructure for these vehicles;

i) analysis of the level of road safety;

j) assessment of the level of negative impact of transport infrastructure on the environment, safety and health of the population;

k) a description of the existing conditions and prospects for the development and placement of the transport infrastructure of a settlement, an urban district;

l) an assessment of the regulatory framework necessary for the functioning and development of the transport infrastructure of a settlement, an urban district;

m) assessment of financing of transport infrastructure.

9. The forecast of transport demand, changes in the volume and nature of movement of the population and transportation of goods in the territory of the settlement, urban district includes:

a) forecast of socio-economic and urban development of a settlement, urban district;

b) forecast of the transport demand of the settlement, urban district, the volume and nature of movement of the population and transportation of goods by modes of transport available in the territory of the settlement, urban district;

c) forecast of the development of transport infrastructure by mode of transport;

d) forecast of the development of the road network of a settlement, an urban district;

e) forecast of the level of motorization, traffic parameters;

f) forecast of road safety indicators;

g) forecast of the negative impact of transport infrastructure on the environment and public health.

10. An enlarged assessment of the fundamental options for the development of transport infrastructure and the choice of the option proposed for implementation are carried out taking into account the results of modeling the functioning of the transport infrastructure, assessing the options for changing transport demand and the established target indicators (indicators) of the development of transport infrastructure, as well as comparing the target indicators (indicators) of the development of transport infrastructure of each option with basic indicators, which can be taken as indicators characterizing the existing state of transport infrastructure or the state of transport infrastructure during the implementation of the program (excluding the implementation of measures (investment projects) proposed within the program for the design, construction, reconstruction of transport infrastructure facilities) ...

11. The list of measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities proposed for implementation of the transport infrastructure development option includes:

a) measures for the development of transport infrastructure by mode of transport;

b) measures for the development of public transport, the creation of transport hubs;

c) measures for the development of infrastructure for light motor vehicles, including the development of a single parking space;

d) measures for the development of infrastructure for walking and cycling;

e) measures for the development of infrastructure for freight transport, vehicles of public utilities and road services;

f) measures for the development of the road network of settlements, urban districts.

12. Measures for the development of transport infrastructure (at the decision of the customer in accordance with the needs for the development of transport infrastructure facilities) may include:

a) comprehensive measures for the organization of road traffic, including measures to improve road safety, reduce congestion on roads and (or) their sections;

b) measures for the implementation of intelligent transport systems;

c) measures to reduce the negative impact of transport on the environment and public health;

d) measures to monitor and control the operation of the transport infrastructure and the quality of transport services for the population and economic entities.

13. The list of measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities should be developed taking into account the development of transport infrastructure facilities of regional and federal significance. The program should contain schedules for the implementation of measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities.

14. Assessment of the volume and sources of financing of measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities of the transport infrastructure development option proposed for implementation includes an integrated assessment of the necessary investments, broken down by transport and road facilities, goals and objectives of the program, funding sources, including funds from budgets of all levels, extrabudgetary funds.

15. Evaluation of the effectiveness of measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities of the transport infrastructure development option proposed for implementation includes an assessment of socio-economic efficiency and compliance with urban planning standards, including with a breakdown by mode of transport, goals and objectives of the program ...

16. Proposals for institutional transformations, improvement of legal and information support of activities in the field of design, construction, reconstruction of transport infrastructure in the territory of a settlement, urban district are developed in order to ensure the possibility of implementing the measures (investment projects) proposed as part of the program.

An enlarged assessment of the fundamental options for the development of transport infrastructure and the choice of the option proposed for implementation are carried out taking into account the results of modeling the functioning of the transport infrastructure, assessing the options for changing transport demand and the established target indicators (indicators) of the development of transport infrastructure, as well as comparing the target indicators (indicators) of the development of transport infrastructure of each option with basic indicators, which can be taken as indicators characterizing the existing state of transport infrastructure or the state of transport infrastructure during the implementation of the program (excluding the implementation of measures (investment projects) proposed within the program for the design, construction, reconstruction of transport infrastructure facilities) ...

11. The list of measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities proposed for implementation of the transport infrastructure development option includes:

a) measures for the development of transport infrastructure by mode of transport;

b) measures for the development of public transport, the creation of transport hubs;

c) measures for the development of infrastructure for light motor vehicles, including the development of a single parking space;

d) measures for the development of infrastructure for walking and cycling;

e) measures for the development of infrastructure for freight transport, vehicles of public utilities and road services;

f) measures for the development of the road network of settlements, urban districts.

12. Measures for the development of transport infrastructure (at the decision of the customer in accordance with the needs for the development of transport infrastructure facilities) may include:

a) comprehensive measures for the organization of road traffic, including measures to improve road safety, reduce congestion on roads and (or) their sections;

b) measures for the implementation of intelligent transport systems;

c) measures to reduce the negative impact of transport on the environment and public health;

d) measures to monitor and control the operation of the transport infrastructure and the quality of transport services for the population and economic entities.

13. The list of measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities should be developed taking into account the development of transport infrastructure facilities of regional and federal significance. The program should contain schedules for the implementation of measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities.

14. Assessment of the volume and sources of financing of measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities of the transport infrastructure development option proposed for implementation includes an integrated assessment of the necessary investments, broken down by transport and road facilities, goals and objectives of the program, funding sources, including funds from budgets of all levels, extrabudgetary funds.

15. Evaluation of the effectiveness of measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities of the transport infrastructure development option proposed for implementation includes an assessment of socio-economic efficiency and compliance with urban planning standards, including with a breakdown by mode of transport, goals and objectives of the program ...

16. Proposals for institutional transformations, improvement of legal and information support of activities in the field of design, construction, reconstruction of transport infrastructure in the territory of a settlement, urban district are developed in order to ensure the possibility of implementing the measures (investment projects) proposed as part of the program.

In accordance with paragraph 4.1 of Article 6 of the Town Planning Code of the Russian Federation, the Government of the Russian Federation decides:

To approve those attached to the programs for the integrated development of the transport infrastructure of settlements, urban districts.

1. These requirements for programs for the integrated development of transport infrastructure of settlements, urban districts (hereinafter referred to as the requirements) determine the composition and content of programs for the integrated development of transport infrastructure facilities of local significance of settlements, urban districts (hereinafter, respectively, transport infrastructure, programs).

2. The programs establish a list of measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities, including those provided for by state and municipal programs, the strategy for the socio-economic development of the municipality and the action plan for the implementation of the strategy for the socio-economic development of the municipality ( in the presence of the specified strategy and plan), a plan and program for the integrated socio-economic development of the municipality, investment programs of natural monopolies in the field of transport, agreements on the integrated development of territories or on the development of built-up areas.

3. The program should provide:

a) the safety, quality and efficiency of transport services for the population, as well as legal entities and individual entrepreneurs engaged in economic activities (hereinafter referred to as economic entities), in the territory of the settlement, urban district;

b) the availability of transport infrastructure facilities for the population and economic entities in accordance with the standards for urban planning of a settlement or standards for urban planning of an urban district;

c) development of transport infrastructure in accordance with the needs of the population in movement, economic entities - in the transportation of passengers and goods in the territory of settlements and urban districts (hereinafter - transport demand);

d) development of transport infrastructure, balanced with urban planning activities in settlements, urban districts;

e) conditions for managing transport demand;

f) creation of priority conditions for ensuring the safety of life and health of road users in relation to the economic results of economic activity;

g) creation of priority conditions for the movement of public transport vehicles in relation to other vehicles;

h) conditions for walking and cycling of the population;

i) the efficiency of the functioning of the existing transport infrastructure.

4. If the general plan of a rural settlement is approved by the local self-government bodies of the municipal district on the territory of which the rural settlement is located, then the programs in relation to such rural settlements are subject to development and approval by the local self-government bodies of the indicated municipal district.

Local self-government bodies of rural settlements may develop and approve programs if the relevant issues of local importance are assigned to such rural settlements by the laws of the constituent entity of the Russian Federation and the charter of the municipal district and the charters of rural settlements adopted in accordance with them.

If the representative body of local self-government of a rural settlement in accordance with the legislation of the Russian Federation decides that there is no need to prepare its master plan, then the program of such a rural settlement is not subject to development and approval.

5. The program is developed for a period of not less than 10 years and not more than for the duration of the general plan of a settlement, an urban district. Activities and targets (indicators) provided for by the program should be indicated for the first 5 years with a breakdown by year, and for the subsequent period (until the end of the program) - without breakdown by year. If at the time of the development of the program, the master plan is implemented for less than 5 years, the program is developed for the remaining period of the master plan, while activities and targets (indicators) are indicated with a breakdown by years during the first 5 years, and for the subsequent period (until the expiration programs) - without breakdown by year. If at the time of the development of the program, the implementation period of the master plan is 5 years or more, the program is developed for the remaining period of the master plan, while activities and targets (indicators) are indicated with a breakdown by year.

6. The program should include:

a) passport of the program;

b) a description of the existing state of the transport infrastructure;

c) forecast of transport demand, changes in the volume and nature of movement of the population and transportation of goods in the territory of the settlement, urban district;

d) fundamental options for the development of transport infrastructure and their aggregated assessment according to target indicators (indicators) of the development of transport infrastructure, followed by the choice of the option proposed for implementation;

e) a list of measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities proposed for implementation of the transport infrastructure development option, technical and economic parameters of transport facilities, the order of implementation of measures (investment projects);

f) an assessment of the volume and sources of financing for measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities of the transport infrastructure development option proposed for implementation;

g) assessment of the effectiveness of measures (investment projects) for the design, construction, reconstruction of transport infrastructure facilities proposed for implementation of the transport infrastructure development option;

h) proposals for institutional transformations, improvement of legal and information support for activities in the field of design, construction, reconstruction of transport infrastructure facilities on the territory of a settlement, urban district.

7. The passport of the program must contain the name of the program, the basis for the development of the program, the name of the customer and the developers of the program, their location, goals and objectives of the program, targets (indicators) for the development of transport infrastructure, the timing and stages of the implementation of the program, an enlarged description of the planned activities (investment projects ) for the design, construction, reconstruction of transport infrastructure facilities (groups of events, subprograms, investment projects), the amount and sources of funding for the program.

Target indicators (indicators) of transport infrastructure development include technical and economic, financial and socio-economic indicators of transport infrastructure development, including indicators of safety, quality and efficiency of transport services for the population and economic entities. Target indicators (indicators) are set for each type of transport, road facilities, goals and objectives of the program, as well as for the transport infrastructure in general.

8. Characteristics of the current state of transport infrastructure include:

a) analysis of the position of a constituent entity of the Russian Federation in the structure of the spatial organization of the Russian Federation, analysis of the position of a settlement, an urban district in the structure of the spatial organization of constituent entities of the Russian Federation;

b) the socio-economic characteristics of a settlement, an urban district, a characteristic of urban planning activities in the territory of a settlement, an urban district, including activities in the field of transport, an assessment of transport demand;

c) characteristics of the functioning and performance indicators of the transport infrastructure by mode of transport;

d) characteristics of the road network of a settlement, urban district, traffic parameters (speed, density, composition and intensity of traffic flows of vehicles, road load factor and other indicators characterizing the state of road traffic, the environmental load on the environment from road transport and economic losses ), assessment of the quality of road maintenance;

e) analysis of the composition of the vehicle fleet and the level of motorization in the settlement, urban district, provision of parking (parking spaces);

f) characteristics of the operation of public transport vehicles, including the analysis of passenger traffic;

g) characteristics of the conditions for walking and cycling;

h) characteristics of the movement of freight vehicles, an assessment of the operation of vehicles of public utilities and road services, the state of the infrastructure for these vehicles;

i) analysis of the level of road safety;

j) assessment of the level of negative impact of transport infrastructure on the environment, safety and health of the population;

k) a description of the existing conditions and prospects for the development and placement of the transport infrastructure of a settlement, an urban district;

l) an assessment of the regulatory framework necessary for the functioning and development of the transport infrastructure of a settlement, an urban district;

m) assessment of financing of transport infrastructure.

9. The forecast of transport demand, changes in the volume and nature of movement of the population and transportation of goods in the territory of the settlement, urban district includes:

a) forecast of socio-economic and urban development of a settlement, urban district;

b) forecast of the transport demand of the settlement, urban district, the volume and nature of movement of the population and transportation of goods by modes of transport available in the territory of the settlement, urban district;

c) forecast of the development of transport infrastructure by mode of transport;

d) forecast of the development of the road network of a settlement, an urban district;

e) forecast of the level of motorization, traffic parameters;

f) forecast of road safety indicators;

g) forecast of the negative impact of transport infrastructure on the environment and public health.

10.
