To comply with the principles of openness to federal executive authorities, the following tasks must be solved:

provide provision in understandable and affordable form of full and reliable information about the goals, objectives, plans for the activities of federal executive bodies for 2013-2018 and the course of their execution;

ensure fullness, accuracy, objectivity and timeliness of providing information on its activities to be disclosed in obligatory In accordance with the requirements of the legislation of the Russian Federation, provided at the requests of citizens of the Russian Federation, public associations and the entrepreneurial community;

improve the technology of granting and explaining information by expanding the methods and forms of its receipt by various users and groups of users, while ensuring the possibility of choosing a convenient format, accessibility, simplicity, understandability and visualization of the information provided;

improve the processes of publication and infrastructure of the discovery of data, determining the priorities of their formation and disclosure, taking into account their value for society and the opening costs, including on the basis of feedback from users, detecting and spreading best practices for state data disclosure, improving the quality of published data, translating them in more convenient formats, adding descriptions (classification) and integrating (associated) data from different sets;

introduce processes and infrastructure, including electronic services and services, for public online consultations with citizens and organizations, as well as to implement online informs, maintenance and provision of information on the activities of the federal executive body, simultaneously simplifying ways of interaction with civil society;

ensure objectivity, imperfect and publicity of procedures for the formation of public, expert and advisory councils (commissions, working groups) created under the federal executive bodies, empower their necessary powers, take into account the opinion of these councils when making decisions;

IV. Mechanisms (tools) implementation of openness principles

The implementation of the principles of openness is carried out by applying the appropriate main mechanisms (tools), the continuous improvement of which will allow to implement the translational movement to ensuring the openness of the federal executive bodies. The main mechanisms (tools) of the implementation of the principles of openness of federal executive bodies (hereinafter referred to as the main mechanisms (tools) of openness) include:

implementation of the principle of information openness of the federal executive body;

ensuring work with open data;

ensuring the understanding of regulatory regulation, public policy and programs developed (implemented) by federal executive bodies;

adoption of the work plan and the annual public declaration of the goals and objectives of the federal executive bodies, their public discussion and expert support;

formation of public reporting of the federal executive body;

informing about working with appeals of citizens and organizations;

organization of work with reference groups;

interaction of the federal executive body with the Public Council;

organization of the work of the press service of the federal executive body;

organization of independent anti-corruption examination and public monitoring of law enforcement.

The mechanisms (tools) of openness are introduced by federal executive bodies, taking into account the methodological recommendations on the implementation of openness principles in the federal executive bodies, approved on December 26, 2013. The Government Commission for the Coordination of the Open Government Activities (hereinafter - the Commission).

The list of mechanisms (tools) of openness is not exhaustive and can be complemented in installed manner According to the results of generalization of the best practice in the field of openness government controlled, as well as at the discretion of federal executive bodies when implementing the principles of openness.

In order to ensure the effective implementation of the principles of openness and fulfilling the tasks of increasing the level of openness provided for by the concept, the federal executive bodies, taking into account the adopted regulatory legal acts and the decisions of the Commission, departmental plans for the implementation of the concept will be approved (hereinafter referred to as a departmental plan).

The departmental plans will determine the main directions in the field of increasing the openness of the federal executive bodies, activities aimed at improving openness (tools) of openness, specific targets for the effectiveness of their implementation, as well as responsible officials.

Executive plans will be approved by the heads of federal executive bodies and post on official websites in the Internet. Development of a departmental plan is carried out taking into account the results of monitoring the current state of the openness conducted in accordance with the methodology for monitoring and evaluating the openness of the federal executive bodies, approved by the Commission on December 26, 2013, and, if necessary, involving public Councilinterested in reference groups and experts.

V. System of monitoring and evaluation of openness of federal executive authorities

In order to inform the federal executive bodies, the Government of the Russian Federation and civil society about the progress of the concept of the concept of the concept of monitoring and evaluating the openness of the federal executive bodies, which includes:

I. General provisions

Monitoring and evaluation of the executive power (hereinafter - monitoring openness) is held with the aim of informing the federal executive bodies, the Government of the Russian Federation and civil society about the implementation of the concept of openness of the federal executive bodies (hereinafter - the concept of openness).

Monitoring of openness is carried out by the decision of the Government Commission for the Coordination of the Open Government's activities (hereinafter - the Government Commission) at least once a year.

The object of monitoring of openness is the results of the activities of federal executive bodies on the implementation of the principles of openness and implementation in their activities of openness (tools) of openness.

Basic methods for monitoring openness:

a) self-examination (self-analysis) by federal executive bodies of the achieved results for the implementation and development of openness mechanisms (tools);

Indicators of development of openness mechanisms (tools) (hereinafter referred to as development indicators), distributed in three stages, can be taken into account by federal executive authorities in the development and approval of departmental plans (road maps) implementation of the principles of openness in their activities.

Performance of the development indicators of the first stage is mandatory for the implementation of each opening mechanism (tool), since they are established on the basis of the requirements of regulatory legal acts. The development indicators of the second stage reflect the dynamics of formation and use of the mechanisms (tools) of openness in the activities of federal executive bodies. At the third stage, development indicators take into account the use of the federal executive authority to improve the work of the mechanisms (tools) of the openness of web technologies.

All development rates on each of the three stages for all mechanisms (tools) of openness are estimated on a nominal scale: on the fact of the presence or absence of value and (or) on the fact of formal compliance, "there is no". An expert assessment is carried out in two directions: an expert assessment of the effectiveness of specific mechanisms (tools) of openness and expert assessment of the effectiveness of the implementation of the principles of openness by federal executive bodies.

As the source data, the values \u200b\u200bof integral indicators of implementation, calculated by the federal executive authorities for each of the mechanisms (tools) of openness on self-examination, are used as source data.

An expert assessment is carried out by an unlimited range of experts, the procedure for attracting which is determined by the Government Commission.

Experts assess the efficiency of openness mechanisms (tools), taking into account the following basic efficiency criteria:

orientation of the operation of the mechanism (tool) of openness at the end user (including on reference groups, citizens, public associations, etc.),

the involvement of the expert community and public associations in the work of the openness mechanism (tool) and its relevance,

transparency of the work of the mechanism (tool) of openness.

An expert assessment of the performance of the mechanisms (tools) of the openness of federal executive authorities is carried out by each expert on a 10-point score scale, where:

points from 1 to 3 mean the formal creation of a mechanism (tool) of openness, which is incomprehensible, uninteresting, not in demand by civil society and simulates the openness of the federal executive body;

points 4 - 5 - the low quality of the work of the mechanism (tool) of openness, which is in demand by a fairly narrow expert community, the significant results of its work are practically absent and (or) are unknown;

points 6 - 7 - the average quality of work of the openness mechanism (tool), the results of its work are not demanded enough in a broad expert community and citizens, but already have a positive experience in the interests of representatives of reference groups and public associations;

points from 8 to 10 - the effective and qualitative work of the mechanism (tool) of openness, contributing to the implementation of the principles of openness in the activities of federal executive bodies.

The final expert assessment of effectiveness is calculated for each mechanism (tool) of openness by the formula:

The results of official monitoring, which in accordance with the established procedure, conduct authorized federal executive bodies on individual mechanisms (instruments) of openness, are taken into account as special indicators of the expert assessment of the effectiveness of the openness mechanism (tool) when calculating the openness index of federal executive bodies (hereinafter referred to as the openness index). By decision of the Government Commission, the results of independent monitoring carried out by public associations may also be taken into account.

IV. Calculation of the openness index and the formation of the rating
federal executive bodies

According to the results of monitoring of openness, the openness index is calculated, which, on the basis of a single approach to the estimation of the openness of the federal authorities, allows us to form a general ranking of the openness of the federal executive bodies.

At the initial stage of monitoring openness, the openness index is determined by summing up the values \u200b\u200bof openness indicators obtained for each federal executive body, according to the formula:

The ranking of the openness of the federal executive bodies is calculated by experts in the framework of assessing the effectiveness of the implementation by federal executive authorities of the principles of openness and takes into account all the results of monitoring openness, including the federal executive bodies obtained during the self-examination), including:

the values \u200b\u200bof integral indicators of the implementation of openness mechanisms (tools),

the values \u200b\u200bof the final expert assessment of the efficiency of the operations (tools) of openness,

openness index

assessment of additional initiatives of the federal executive body aimed at implementing the principles of openness,

consideration of the activities of federal executive bodies from the point of view of the success of the implementation of adopted departmental plans to increase the level of openness and the implementation of the mechanisms (tools) of openness and so on.

In addition, the ranking of openness should take into account expert assessment of the level of public participation, reflecting the involvement of citizens, public associations and the entrepreneurial community into the processes of development, adoption, implementation, monitoring and revising decisions taken by the federal executive authority.

The openness rating of the federal executive authorities is to attribute the activities of the federal executive body to introduce the principles of openness to one of the following levels of openness: 1st level - preparatory, 2nd level - starter, 3rd level - basic, 4- th level - advanced.

The preparatory level of openness is assigned to federal executive bodies, in which:

the resulting assessment of the implementation of each of the mechanisms (tools) of openness does not exceed 4.9 points;

serious problems have been identified with the fulfillment of the requirements of current legislation in terms of the implementation of most instruments (mechanisms) of openness;

in the activities of the federal executive body, not all mechanisms (tools) of openness are being introduced, the implementation of some of them has a simulation nature;

there is no dynamics of performance indicators;

the final expert assessment of the effectiveness of each mechanism (tool) of openness does not exceed 3 points;

a low level of public participation, which usually consists of one-sided provision of information from the federal executive body and in which no interaction or involvement of civil society institutions in the development and decision-making process is not required.

The starting level of openness is assigned to federal executive bodies in which:

the resulting assessment of the implementation of each of the mechanisms (tools) of openness from 5 to 14.9 points;

in the activities of the federal executive body, all mechanisms (tools) of openness are introduced, established by the concept of openness, but some of them are implemented formally;

all indicators of the development of the first stage in most of the mechanisms (tools) of openness are achieved;

at least five mechanisms (tools) of openness have the positive dynamics of performance indicators;

final expert assessment of the effectiveness of each mechanism (tool) of openness from 4 to 5 points;

the federal executive bodies request the public and experts on their opinions on a particular topic or policy development, while consulting, as a rule, include informing the Company from the federal executive bodies on the changes in policies and requests for comments, opinions and reactions. The initiative and themes predominantly proceed from the federal executive bodies, and not from representatives of public associations and experts.

The basic level of openness is assigned to federal executive bodies, in which:

the resulting assessment of the implementation of each of the mechanisms (tools) of openness from 15 to 20 points;

all indicators of the development of the first stage in all mechanisms (tools) of openness are achieved;

technological solutions are developed and introduced, aimed at improving the efficiency of individual mechanisms (tools) of openness;

all mechanisms (tools) of openness have a positive dynamics of performance indicators;

the final expert assessment of the effectiveness of each mechanism (tool) of openness from 6 to 7 points;

the federal executive body implements 1 - 2 additional initiatives to implement the principles of openness in their activities periodically conducts seminars for its employees to introduce openness;

the main form of public participation is a dialogue, the initiative of entry into which can come from any side: it can be either wide or in the spirit of cooperation. A wide dialogue is bilateral communication, built on mutual interests and potentially common tasks to ensure regular exchange of views - from open public hearings to specialized meetings between citizens, representatives of public associations, the entrepreneurial community and the federal executive authorities. The dialogue in the spirit of cooperation is carried out on a wide range of issues and is built on mutual interests regarding the specific policy development and, as a rule, leads to the nomination of joint recommendations, strategies or projects of regulatory legal acts.

Advanced opening level is assigned to federal executive bodies, in which:

the resulting estimate of the implementation of each of the mechanisms (tools) of openness from 21 to 30 points;

in the activities of the federal executive authority, all mechanisms (tools) of openness are introduced;

all development rates have been achieved in the first stage and most of the development indicators in the second and third stages in all mechanisms (instruments) of openness;

technological solutions are developed and introduced, aimed at improving the efficiency of all the mechanisms (tools) of openness;

according to most of the mechanisms (tools) of openness, high values \u200b\u200bof expert performance indicators have been achieved, which have a positive growth dynamics;

the final expert assessment of the effectiveness of each mechanism (tool) of openness from 8 to 10 points;

the federal executive body implements several additional initiatives to implement the principles of openness in its activities, periodically conducts seminars on the implementation of openness not only for its employees, but also for all interested reference groups;

public participation is based on a partnership and implies mutual responsibility at each stage of the process of making joint decisions: project development, preparation, adoption and implementation of decisions.

By decision of the Government Commission, the openness of the federal executive body determined by experts can be elevated or lowered on the basis of the consideration of an independent expert co-collage prepared with the participation of the Expert Council under the Government of the Russian Federation, the Public Chamber of the Russian Federation, other public associations and the entrepreneurial community.

When calculating the ranking of openness of federal executive bodies, the results of sociological research on the study of the level of confidence and satisfaction of citizens, public associations and the entrepreneurial community by the level of openness of federal executive bodies are considered.

V. Final provisions

By decision of the Government Commission, the results of sociological studies provided for by this technique may be included in the calculation of the openness index. From January 1, 2015, weight coefficients reflecting priorities and (or) significance of each of them can be introduced for openness index, which reflects the priorities and (or) significance of each of them to calculate the openness index during the monitoring of openness.

According to the results of monitoring the openness of federal executive bodies, the Minister of the Russian Federation submits to the Government of the Russian Federation an annual report on the openness of the federal executive bodies.
